Only (not DMV) <br /> Revaluation Only <br /> No 3ury or Revaluation <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board awarded the integrated computer system bid <br />(excluding the Revaluation package) to Computer Center, in the approximate amount <br />of $464,920.00, and authorized staff to enter into contract negotiations. <br /> <br />Ratification of A~reement to Exchange Real Estate Between Cabarrus County Board <br />of Education and Dr. John Harroff <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board ratified the "Agreement to Exchange Real Estate" <br />by and between John C. Harroff and Twin Willow Farm and the Cabarrus County Board <br />of Education for the exchange of approximately 2.484 acres of property at the new <br />Concord Middle School site in Township 5. <br /> <br />NEW BUSINESS <br /> <br />Recognition of Michele Sailer, Winner of the 1997 Conservation Poster Contest in <br />the Local, Area and State Levels of Competition - Mr. Dennis Testerman <br /> <br /> The Board recognized the accomplishments of Miss Michele Sailer, the winner <br />of the 1997 Conservation Poster Contest for the Cabarrus Soil and Water <br />Conservation District, Area VIII of the State Association and the North Carolina <br />Association of Soil and Water Conservation Districts. Miss Sailer was ill and <br />unable to attend the meeting. Arrangements will be made for her to attend the <br />October Board meeting. <br /> <br />Presentation Concernin~ the Construction of a Public Library Facility in <br />Harrisburg - Bill Williams and Others <br /> <br /> The Honorable Carl Parmer, Mayor of the Town of Harrisburg, introduced <br />discussion concerning the need and desire for a library in Harrisburg. <br /> <br /> Ms. Benita Conrad, President of the Friends of the Harrisburg Library, <br />discussed plans for the library and community fund raising efforts. Preliminary <br />plans include an 8,000 square foot facility to hold approximately 33,000 volumes <br />at an estimated cost of $750,000.00. Opening is anticipated in 1999. <br /> <br /> Mr. Marshall Conrad, fourth grade student at Harrisburg School, stated the <br />need for a library in Harrisburg. <br /> <br /> Mr. Tom Dillard, Director of the Cannon Memorial Library, presented the <br />library proposal and proposed service area. The Harrisburg residents plan to <br />build and own the facility with the County to operate it as a part of the County <br />library system. The residents are also requesting County funding to purchase the <br />opening day book collection. <br /> <br /> There was discussion by the Board regarding potential funding needs based <br />on the population and growth in the Harrisburg area. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board directed staff to work closely with Harrisburg as <br />they are developing and pursuing the plan for a library, to keep the Board <br />informed during the whole process and, at the appropriate time, to bring back a <br />formal proposal to the Board. <br /> <br /> <br />
