420 <br /> <br />Sale of 4.754± Acres of County Property to Cedar Gorp.~ LLC~ and Authorization <br />to Complete Architectural Plans for the Renovation of the Existing Health <br /> <br />Facility to be Used as an Interim Location for Extension Services et al. <br /> <br /> Commissioner Mills made a motion, seconded by Commissioner Carpenter, to <br />delay the sale of the County property at the Highway 601 By-Pass and Cabarrus <br />Avenue intersection for 30 days. The motion failed with Commissioners Mills and <br />Carpenter voting for and Commissioners Niblock and Barnhart and Chairman Casper <br />voting against. <br /> <br /> There was discussion regarding the impact of a 30-day delay on the contract <br />to sell the property, the value of the existing buildings, possible utilization <br />of the buildings for other governmental purposes, the development of the property <br />for retail purposes and the renovation of the existing Health Department <br />facility. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock with <br />Commissioners Barnhart and Niblock and Chairman Casper voting for and <br />Commissioners Mills and Carpenter voting against, the Board approved the sale of <br />4.754± acres at the Highway 601 By-Pass/Cabarrus Avenue intersection at a cost <br />of $1,575,050.00 to Cedar Corp. LLC, authorizing the County Manager and County <br />Attorney to finalize contract documents establishing timing for the transaction <br />consistent with the County vacating the existing buildings. Further, the Board <br />authorized the County Manager to have an architect complete plans for the <br />renovation of the existing Health Department building to be used as an interim <br />(two to five years) location for Extension Services et al. <br /> <br />CONSENT AGENDA <br /> <br />Approval of Banking Matters Setting Up Bank Accounts and Brokers for Gabarrus <br />County <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock and <br />unanimously carried, the Board approved the following banking matters: <br /> <br />(1) <br /> <br />Authorized the following corporate resolution for Wachovia Bank to <br />set up a new checking account for Cabarrus County as authorized by G.S. <br />159-31. <br /> <br /> RESOLUTION NO. 1997-32 <br />RESOLVED that Wachovia Bank, N.A., NC (hereinafter called Wachovia): <br />(Designation of Wachovia as Depository and Authority to Draw Checks) <br />be and hereby is designated a depository for the funds of this corporation <br />and Wachovia is hereby authorized and requested to honor and to charge to <br />this corporation checks, drafts and other orders for the payment of money <br />drawn in the name of this corporation against funds of the corporation on <br />deposit with Wachovia when bearing the signature(s) of, or pursuant to any <br />agreement with, any two of the following: <br /> <br />Blair Dixon Bennett <br />Sue B. Casper <br /> <br />Finance Director <br />Chairman, Board of Commissioners <br /> <br />(Mechanically Produced Signatures) <br />be and hereby is requested, authorized, and directed to honor all checks, <br />drafts, or other orders for the payment of money drawn in the <br />corporation's name on its checking account(s) on the books of Wachovia <br />(including those drawn to the individual order of any person or persons <br />whose names appear thereon as signer or signers thereof) when bearing or <br />purporting to bear the mechanically produced (facsimile typewritten or <br />printed) signature(s) of any 2 of the following: <br /> <br />Blair Dixon Bennett <br />Sue B.
