420 Sale of 4.754± Acres of County Property to Cedar Gorp.~ LLC~ and Authorization to Complete Architectural Plans for the Renovation of the Existing Health Facility to be Used as an Interim Location for Extension Services et al. Commissioner Mills made a motion, seconded by Commissioner Carpenter, to delay the sale of the County property at the Highway 601 By-Pass and Cabarrus Avenue intersection for 30 days. The motion failed with Commissioners Mills and Carpenter voting for and Commissioners Niblock and Barnhart and Chairman Casper voting against. There was discussion regarding the impact of a 30-day delay on the contract to sell the property, the value of the existing buildings, possible utilization of the buildings for other governmental purposes, the development of the property for retail purposes and the renovation of the existing Health Department facility. UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock with Commissioners Barnhart and Niblock and Chairman Casper voting for and Commissioners Mills and Carpenter voting against, the Board approved the sale of 4.754± acres at the Highway 601 By-Pass/Cabarrus Avenue intersection at a cost of $1,575,050.00 to Cedar Corp. LLC, authorizing the County Manager and County Attorney to finalize contract documents establishing timing for the transaction consistent with the County vacating the existing buildings. Further, the Board authorized the County Manager to have an architect complete plans for the renovation of the existing Health Department building to be used as an interim (two to five years) location for Extension Services et al. CONSENT AGENDA Approval of Banking Matters Setting Up Bank Accounts and Brokers for Gabarrus County UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock and unanimously carried, the Board approved the following banking matters: (1) Authorized the following corporate resolution for Wachovia Bank to set up a new checking account for Cabarrus County as authorized by G.S. 159-31. RESOLUTION NO. 1997-32 RESOLVED that Wachovia Bank, N.A., NC (hereinafter called Wachovia): (Designation of Wachovia as Depository and Authority to Draw Checks) be and hereby is designated a depository for the funds of this corporation and Wachovia is hereby authorized and requested to honor and to charge to this corporation checks, drafts and other orders for the payment of money drawn in the name of this corporation against funds of the corporation on deposit with Wachovia when bearing the signature(s) of, or pursuant to any agreement with, any two of the following: Blair Dixon Bennett Sue B. Casper Finance Director Chairman, Board of Commissioners (Mechanically Produced Signatures) be and hereby is requested, authorized, and directed to honor all checks, drafts, or other orders for the payment of money drawn in the corporation's name on its checking account(s) on the books of Wachovia (including those drawn to the individual order of any person or persons whose names appear thereon as signer or signers thereof) when bearing or purporting to bear the mechanically produced (facsimile typewritten or printed) signature(s) of any 2 of the following: Blair Dixon Bennett Sue B. Casper Finance Director Chairman, Board of Commissioners and Wachovia is authorized and directed to honor and to charge this corporation for all such checks, drafts or other orders for the payment of money, regardless of by whom or by what means the actual or purported mechanically produced signature(s) thereon may have been affixed thereto, if such signature(s) resemble(s) the specimens from time to time filed with Wachovia by the Secretary or other officer of this corporation.
