448 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, December 15, 1997, at 6:30 P.M. <br /> <br />Present <br /> <br />Chairman: Sue B. Casper <br />Vice-Chairman: Carolyn B. carpenter <br />Commissioners: Jeffrey L. Barnhart <br /> Kenneth Mills <br /> Dr. Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Casper called the meeting to order at 6:30 P.M. <br /> <br /> Cub Scouts Aaron McPherson, Bain Wilson and Toby Reel of Pack 623 of the <br />Bethel United Methodist Church conducted the Flag Ceremony. <br /> <br />Dr. Sammie Ports, President of Barber-Scotia College, gave the invocation. <br /> <br /> At the request of Commissioner Mills, and by general consensus of the <br />Board, the following invocation by Dr. Potts is included as a part of the <br />minutes. <br /> <br />Let Us Pray--- <br /> <br /> "Heavenly Father, we come before you today to ask your <br />forgiveness and seek your direction and guidance. We know Your Word <br />says, "Woe to those who call evil good", but that's exactly what we <br />have done. We have lost our spiritual equilibrium and inverted our <br />values. <br /> <br />We confess that: <br />We have ridiculed the absolute of Your Word and called it moral <br />pluralism; <br />We have worshiped other gods and called it multi-culturalism; <br />We have endorsed perversion and called it an alternative lifestyle; <br />We have exploited the poor and called it the lottery; <br />We have neglected the needy and called it self-preservation; <br />We have rewarded laziness and called it welfare; <br />We have killed our unborn and called it choice; <br />We have shot abortionists and called it justifiable; <br />We have neglected to discipline our children and called it building <br /> esteem; <br />We have abused power and called it political savvy; <br />We have coveted our neighbor's possessions and called it ambition; <br />We have polluted the air with profanity and pornography and <br /> called it freedom of expression; and <br />We have ridiculed the time-honored values of our forefathers and <br /> called it enlightenment. <br />Search us, Oh God, and know our hearts today; try us and see if <br />there be some wicked way in us; cleanse us from every sin and set us <br />free. Guide and bless these men and women who have been ordained by <br />You to govern this county. Grant them Your wisdom to rule and may <br />their decisions direct us to the center of Your will. <br /> <br />I ask it in the name of your Son, the Living Savior, Jesus Christ, <br />Amen. <br /> <br />Approval or Gorrection of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the minutes of November 17, 1997 were approved as <br />written. <br /> <br />Approval of the Agenda <br /> <br /> Chairman Casper asked that a letter from the Piedmont Farmers Market be <br />added under Reports. <br /> <br /> Mr. Clifton asked that an item be added to New Business concerning the <br />scheduling of a public hearing for a Community Development Block Grant-Economic <br />Development project grant application. <br /> <br /> <br />
