460 <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board awarded the "Contract" office supplies to Williams <br />Office Supply for the period January 1, 1998 through December 31, 1998 and <br />awarded the "Non-Contract" office supplies to Forms and Supply at an exact <br />discount of no less than 40 percent for the period of January 1, 1998 through <br />December 31, 1998. <br /> <br />NEW BUSINESS <br /> <br />Presentation Concerning the Capital Campaign by Barber-Scotia College - Dr. <br />Sammie Portsr President of Barber-Scotia College <br /> <br /> Dr. Sammie Ports, President of Barber-Scotia College, presented a status <br />report on Barber-Scotia College and its current fund raising efforts. The <br />College has paid all debts to its vendors, is now a fully accredited institution <br />and is increasing enrollment. <br /> <br />Resolution Amending the Cabarrus-South Rowan Urban Area Thoroughfare Plan in the <br />Harrisburg Area <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, reviewed the proposed <br />changes to the Thoroughfare Plan. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following amendment. <br /> <br />Resolution No. 1997-43 <br /> <br /> THAT WHEREAS, Cabarrus County and the North Carolina <br />Department of Transportation did mutually adopt a transportation <br />plan for the urban area; and <br /> <br /> WHEREAS, North Carolina General Statute 136-66-2(d) provides <br />that either the Municipality or Department of Transportation may <br />propose changes in an adopted plan at any time by giving notice to <br />the other party, but no change shall be effective until it is <br />adopted by both the Department of Transportation and the municipal <br />governing board; and <br /> <br /> WHEREAS, it is recognized that the proper movement of traffic <br />within and through Cabarrus County is a highly desirable element of <br />the transportation plan for the orderly growth and development of <br />the urban area; and <br /> <br /> WHEREAS, it has become desirable to make some revisions in the <br />Cabarrus-$outh Rowan Urban Area Transportation Plan based on <br />additional studies of thoroughfare locations and alignments: <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS <br />OF CABARRUS COUNTY, NORTH CAROLINA: <br /> <br /> That the Cabarrus-South Rowan Urban Area Thoroughfare Plan, <br />dated June 1995, be revised as follows, subject to the approval of <br />the Department of Transportation: <br /> <br />The alignment of the Northern Corridor (recommended in the <br />Thoroughfare Plan as a new major thoroughfare) be shifted <br />further out from its current proposed alignment. It should <br />begin at the proposed intersection of Caldwell Road (SR 1173) <br />and Morehead Road and continue east-northeast to the sharp <br />bend in Pitts School Road (see accompanying map). It then <br />should follow the current alignment of Pitts School Road, <br />southeast to Roberta Road. Next it should continue south to <br />NC 49, going just east of Waterloo Drive as it nears NC 49. <br /> <br />Please refer to the accompanying map for a graphical <br />representation of these proposed changes in alignments. <br /> <br /> <br />
