The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room a= the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, January 16, 1996, at 6:30 P.M. The <br />meeting had b~en rescheduled from January 15 due to the Martin Luther King, Jr. <br />holiday. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by members of Senior <br />Troop 474, Cadette Troop 74 and Junior Troop 908 of the Rocky Ridge United <br />Methodist Church.
