22 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, February 19, 1996, at 6:30 P.M. <br /> <br /> Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankte F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Mr. Hartsell led the Pledge of Allegiance. <br /> <br /> The invocation was given by Reverend Randy L. Wall of the Roberta United <br />.Methodist Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the minutes of February 5, 1996 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> Board members requested the addition of the following items to the agenda. <br /> <br /> Chairman Barnhart - Use of contingency money for the Rocky River <br /> Elementary School project <br /> Commissioner Mills (1) Animal Control, with a report; and (2) <br /> Budget Amendment <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the agenda was approved with the additions listed above. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Budget Amendment - Sheriff's Department (Appropriating Insurance Refunds) <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following budget amendment. <br /> <br /> BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF SHERIFF <br />AMOUNT: $8,246.60 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Reimbursements for wrecked vehicles: $2,667.50--$3,015.74-- <br />$1,013.60--$902.75~-394.25--146.01--106.75 <br /> <br /> Line Item Present Approved Revised <br />ACcount Number Budget Increase Decrease Budget <br /> <br />01-6-17-10-804 $33,694.49 $8,246.60 $41,941.09 <br /> Insurance Reimbursements <br />01-9-21-10-520 $62,245.84 $8,246.60 $70,492.44 <br /> Auto & Truck Maintenance <br /> <br />Resolution to Authorize the County Purchasing Agent to Dispose of "Old" Recording <br />System for Sheriff's Department <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br /> <br />
