64 <br /> <br />ARTICLE IV <br /> <br />Section 1. Severability. <br /> <br />If any section, sentence, clause or phrase of this Ordinance is for any reason held <br />to be invalid or unconstitutional by a decision of any court, such a decision shall <br />not render any other part of this Ordinance invalid. <br /> <br />Section 2. <br /> <br />This Ordinance shall apply to all areas of Cabarrus County which lie outside of the <br />corporate limits of any municipality and to those areas within the corporate limits <br />of any municipality which has adopted this Ordinance by Resolution pursuant to <br />Article I, Section 4(6). <br /> <br />This Ordinance supersedes any prior ordinance and becomes effective April 1, 1996. <br /> <br />Adopted this the 19th day of March, 1996 by the Cabarrus County Board of <br />Commissioners. <br /> <br />ATTEST: <br />/s/ Frankie F. Barnhart <br /> Chairman <br /> <br /> Mr. Clifton reported that the Concord Board of Aldermen had approved the <br />consolidation of the City and County Animal Control effective April 1, 1996. <br /> <br />Purchase of Fax Machines <br /> <br /> Mr. Clifton proposed that the County provide each Board member with a fax <br />machine to be installed at their home along with a separate telephone line <br />connection. The fax machine would assist the County staff to communicate with <br />all Board members in a timely and consistent manner. Also, the fax machine <br />would enable the public to send written information to the Board. <br /> <br /> There was discussion by the Board regarding the need for the machines and <br />the cost to the County. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board agreed to provide a fax machine owned by the <br />County and a telephone line to each Board member's home for the period the <br />members are in office. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Barnhart opened the meeting for informal public comments. There <br />was no one present who wished to address the Board, and Chairman Barnhart closed <br />that portion of the meeting. <br /> <br />6djournment <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 8:32 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
