71 <br /> <br />CLARIFICATIONS TO THE POLICY <br /> Receipt of requested services, <br /> <br /> such as the delivery of <br />prepared food, will not be considered to be solicitation if <br />received on non-work time and out of the public's eye. <br />Sale flyers, restaurant menus and other like sales materials <br />may be distributed with the approval of the County Manager. <br />There will be no posting of commercial advertisements on <br />County property. <br /> <br />NEW BUSINESS <br /> <br />Stanley Works Community Development Block Grant Project <br />A__=. Adoption of Grant Project Budget Ordinance and Related Budget Amendments <br /> <br /> Mr. Bob Stark, Consultant, briefly reviewed the proposed grant project <br />ordinance and budget amendments for the Stanley Works Community Development Block <br />Grant Project. There was brief discussion regarding the County's appropriation <br />of an amount up to $847,500.00 and the grant process for the Stanley Works <br />project. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the following Grant Project Budget <br />Ordinance and related budget amendments for the Stanley Works Community <br />Development Block Grant project. <br /> <br />GRANT PROJECT BUDGET ORDINANCE <br /> STANLEY WORKS CDBG <br /> <br />BE IT ORDAINED by the CABARRUS COUNTY BOARD OF COUNTY COMMISSIONERS, <br />that pursuant to Section 13.2 of Chapter 159 of the General Statutes <br />of North Carolina, the following grant project ordinance is hereby <br />adopted: <br /> <br />Section 1. The project authorized is the Community Development <br />project described in the work statement contained in the grant <br />agreement 95-E-0195, between this unit and the N.C. Department of <br />Commerce - Commerce Finance Center. This project is more familiarly <br />known as The Stanley Works CDBG Project. <br /> <br />Section 2. The officers of this unit are hereby directed to proceed <br />with the grant project within the terms of the grant document(s), <br />the rules and regulations of the Department of Commerce, and the <br />budget contained herein. <br /> <br />Section 3. The following revenues are anticipated to be available to <br />complete this project: <br /> <br />$500,000.00 ................. Community Development Grant <br />$847,500.00 ................. County Contribution <br /> <br />Section 4. The following amounts are appropriated for the project: <br /> <br />1. Roadway Construction <br />2. Generator <br />3. Water Improvements <br />4. Sewer Improvements <br />5. On-Site Improvements <br /> <br />CDBG Funds <br /> <br />$ 96,825 <br /> 193,291 <br /> 201,489 <br /> 8,395 <br /> <br />County Funds <br /> <br />$ 61,709 (Up to $61,709) <br /> <br />785,791 (Up to $785,791) <br /> <br />Section 5. The Finance Officer is hereby directed to maintain within <br />the Grant Project Fund sufficient detailed accounting records to <br />provide the accounting to the grantor agency required by the grant <br />agreement(s) and federal and state regulations. <br /> <br />Section 6. Requests for funds should be made to the grantor agency <br />in an orderly and timely manner as funds are obligated and expenses <br />incurred. <br /> <br /> <br />
