76 <br /> <br />Request for Permission to Use Outdoor Amplification System <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board granted permission to Mr. Tim Hurst to use an <br />outdoor amplification system for a band performance at 5670 Morehead Road, <br />Harrisburg on Saturday, April 27, 1996, from 7:30 P.M. until 10:00 P.M., with the <br />understanding that the noise level will be reduced if any complaints are received <br />by the Cabarrus County Sheriff's Department. <br /> <br /> There was brief discussion regarding the County's Noise Ordinance and the <br />possibility of delegating authority to the Sheriff and/or County Manager to <br />approve permit requests. Mr. Clifton advised that staff would review the <br />ordinance and bring recommended amendments back to the Board for consideration. <br /> <br />UNFINISHED BUSINESS <br /> <br />Stanley Works Community Development Block Grant Project <br />A_~. Award of Stanley Works Generator and Installation <br /> <br /> Mr. Bob Stark, Consultant, and Mr. Mansour S. Edlin, PE, presented the <br />following bids which were received for the Stanley Works generator and <br />installation project. Mr. Stark recommended the award of the bid to the low <br />bidder, Carolina Engine. <br /> <br />STANLEY WORKS DISTRIBUTION CENTER <br />BID TABULATION FOR GENERATOR <br /> <br />Carolina Engine <br /> <br /> $260,834.00 <br />(Includes 6% Sales Tax) <br /> <br />Blanchard <br /> <br />$290,225.00 <br />(Excluding Taxes & Customer <br /> Communications Module) <br /> <br />Stowers <br /> <br />$292,748.00 <br />(Excluding Taxes & Customer <br /> Communications Module) <br /> <br /> UPON MOTION of Commissioner Fennel, seconded.by Commissioner Casper and <br />unanimously carried, the Board awarded the Stanley Works generator and <br />installation to the low bidder, Carolina Engine, in the amount of $260,834.00 and <br />including the needed budgetary adjustments for this project. <br /> <br />B. N.C. Department of Transportation/Cabarrus County Reimbursement Contract for <br />Entrance Road <br /> <br /> Mr. Stark reported that the Reimbursement Contract has not been received <br />from the Department of Transportation. However, Transportation officials have <br />assured him that it will be available by next Tuesday. This matter will be <br />considered by the Board at a later date. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 5:14 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
