¸78 <br /> <br />Request for Funds by the Centralina Council of Governments for Activities <br />Associated with the 1996 National Association of Regional Councils Annual <br />Conference <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board authorized payment of $786.00 to the Gentraltna <br />Council of Governments to assist with expenses associated with the 1996 National <br />Association of Regional Councils Annual Conference in preparation for the 1997 <br />Annual Conference to be held in Charlotte and Cabarrus County. <br /> <br />Fireworks Display Permit - Carolina Mall <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board granted permission for a fireworks display at the <br />Carolina Mall on Wednesday, July 3, 1996, at 9:30 P.M. to be conducted by <br />Pyrotechnico Corporation. <br /> <br />Proclamation - Emergency Medical Services Week <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br /> CABARRUS COUNTY <br />North Carolina <br />PROCLAMATION <br /> <br />WHEREAS, Emergency Medical Services personnel provide essential <br /> lifesaving medical care to the citizens of Cabarrus <br /> County in need 24 hours a day, seven days a week; and <br />WHEREAS, several hundred paramedics, emergency medical <br /> technicians, firefighters, first responders, emergency <br /> room physicians and nurses are involved in providing <br /> emergency care around the clock; and <br />WHEREAS, a large number of these individuals unselfishly <br /> volunteer their time to provide this valuable service; <br /> and <br />WHEREAS, the members of emergency medical services teams, whether <br /> career or volunteer, engage in thousands of hours of <br /> specialized training and continuing education to enhance <br /> their lifesaving skills; and <br />WHEREAS, recognition is due all these individuals to show <br /> appreciation for the value and the accomplishments of <br /> all of these individuals who serve on behalf of all <br /> Cabarrus County residents. <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby proclaim the week of May 19 25, 1996 as <br /> CABARRUS COUNTY EMERGENCY MEDICAL SERVICES WEEK <br />This the 2nd day of May, 1996. <br /> <br /> /s/ Jeffrey L. Barnhart, Chairman <br />Board of Commissioners <br /> <br />NEW BUSINESS <br /> <br />Request for Release of Up to ~4,650 in 1996 Watershed Improvement Commission <br />Fundin~ to Contract with the Centralina Council of Governments for the <br /> <br />Development of a Soil Erosion and Sedimentation Control Ordinance for Cabarrus <br /> <br />County <br /> <br /> Mr. F. A. '~ac~' Rankin, Chairman of the Watershed Improvement Commission, <br />presented the proposal for the Centralina Council of Governments to develop a <br />local Soil Erosion and Sedimentation Control Ordinance. The recommendation for <br />local administration of the North Carolina Sedimentation Control Act of 1993 was <br />included in Coddle Creek Watershed Management Plan adopted by the Board in <br />September 1995. <br /> <br /> Mr. Mike McLaurin of the Centralina Council of Governments discussed the <br />importance of a local ordinance to govern erosion control. The cost of the work <br />by Centralina was estimated at (1) $3,100.00 plus one block of free hours from <br />the FY 1995-1996 allocation or (2) $4,'650.00. <br /> <br /> <br />
