127 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, July 22, 1996, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Flag Ceremony was conducted by Cub Scout Pack 108 of the Gilwood <br />Presbyterian Church. Scouts participating in the ceremony were Robert Morrison, <br />Charles Farrington, Brett Isenhour, Taylor Brucki and Philip Roberts. <br /> <br />The invocation was given by Mr. Hartsell. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills and <br />unanimously carried, the minutes of June 11 (Regular Meeting), June 13, June 17, <br />July 9 and July 10, 1996 were approved as written. <br /> <br />Approval of the Agenda <br /> <br /> Mr. Clifton asked that the Board defer Consent Item 8, Rate of Pay for the <br />Board of Equalization and Review. <br /> <br /> Mr. Hartsell asked that the Board add an item concerning the granting of <br />rights of way to AT&T Corporation. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the agenda as amended. <br /> <br />NEW BUSINESS <br /> <br />Presentation of a Service Award to the Department of Social Services by the <br /> <br />Disabled American Veterans Commander H.L. Gantt <br /> <br /> Chaplain Howard Sutton of DAV Chapter 54 in Kannapolis presented a plaque <br />to the Department of Social Services employees in appreciation for their work on <br />behalf of the veterans, their wives and children as well as the entire community. <br /> <br />Recognition of Ms. Carolyn Renfro on her Retirement from the Department of Social <br /> <br />Services Mr. Jim Cook <br /> <br /> Mr. Jim Cook, Social Services Director, recognized Ms. Carolyn Renfro who <br />is retiring from the Department of Social Services on July 31, 1996 after 19 <br />years of service. Ms. Renfro served 15 years as a Child Protective Services <br />Worker and currently serves as the Foster Care Social Worker in the Placement <br />Services Unit. <br /> <br /> Chairman Barnhart presented a plaque to Ms. Renfro in appreciation for her <br />service to Cabarrus County. <br /> <br />Region F Council of Governments 1996 Emergency Medical Service Awards <br />Recognition of Award Recipients (David Hampton~ Dianne Kindley and Dr. Craig <br />Corey) <br /> <br /> The Board recognized the following individuals who were recently honored <br />at the Region F Council of Governments Emergency Medical Services Awards banquet. <br /> <br />Dr. Craig Corey (Cabarrus Memorial Hospital Emergency Room Physician <br />and Cabarrus County Emergency Medical Services Medical Director) - <br />Most Dedicated Emergency Medical Services Supporter - Medical Doctor <br />Award <br /> <br /> <br />
