141 <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the execution of the two rights of way <br />for AT&T Corporation and the respective permissions to survey and disclaimers <br />pursuant to the 10-day notice period for the rights of way. The rights of way <br />were as follows: (1) Tract No. NC-CA-008000, Township 5, Parcel No. 2654, Map No. <br />5463.04 - $2,001.00; and (2) Tract No. NC-CA-II4000, Township 1, Parcel 3231, Map <br />No. 5528.03 $19.00. <br /> <br />Draft Proposal by Lake Concord Ventures~ L.L.C. <br /> <br /> Mr. Clifton presented a copy of a draft ~Offer to Purchase and Contract" by <br />Lake Concord Ventures, L.L.C. for the Lake Concord properties. <br /> <br /> Chairman Barnhart stressed that the County's main concern is the protection <br />of water quality of Lake Concord and suggested that the County consider putting <br />Concord in the position to monitor the water. <br /> <br /> The Board agreed to meet at 8:00 A.M. on Saturday, July 27, to consider the <br />proposal by Lake Concord Ventures' for the Lake Concord property. The Kannapolis <br />City Council and the Kannapolis City Board of Education will be invited to the <br />meeting. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Bar,art opened the meeting for informal public co~ents at 8:20 <br />P.M. <br /> <br /> Ms. Beverly Ratchor of 713 Carson Court in Kannapolis and co-director of the <br />women's soccer program in Cabarrus County, spoke in support of a soccer complex <br />in the county. She cited such benefits as the generation of revenue as well as <br />the opportunity for children to participate in the sport of soccer. <br /> <br /> Ms. Martha Macon of 1619 Eastwood Drive in Kannapolis thanked the Board for <br />separating the issues of matching incentive grants and funding for a proposed <br />soccer complex. She expressed support for both the matching incentive grants and <br />soccer. <br /> <br /> There was no one else who wished to address the Board, and Chairman Barnhart <br />closed that portion of the meeting. <br /> <br />Recess of Meetin~ <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />recessed the meeting at 8:25 P.M. until 8:00 A.M. on Saturday, July 27, 1996, in <br />the Multi-Purpose Room at the Governmental Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
