Also present were: Dr. George Liles, Concord Mayor; <br />Mr. Kenneth Geathers, member of the Kannapolis City Council; Mr. Mike McLaurin <br />of the Centralina Council of Governments; and Mr. Rick Blackwood of the <br />Department of Transportation. <br /> <br />Resolution Supporting the Passase of the State Highway and School Construction <br />Bonds on November 5, 1996 <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Chairman Barnhart and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />RESOLUTION <br /> <br /> WHEREAS, quality education and an excellent highway system are <br />key elements in economic progress; and <br /> WHEREAS, North Carolina's public schools are overcrowded and <br />often dangerously outdated, and highways are badly congested, and in <br />need of widening or paving to ensure safety; and <br /> WHEREAS, with the highway bonds, construction of many <br />strategic highway projects across North Carolina can be accelerated, <br />thereby reducing land and construction costs caused by inflation; <br />and <br /> WHEREAS, the highway bonds will expedite the paving of <br />thousands of miles of unpaved roads and completion of key segments <br />of urban loops and links between rural and urban areas; and <br /> WHEREAS, the proposed school bonds will provide more equity <br />between urban and rural school districts throughout the state; and <br /> WHEREAS, the school bonds will decrease the reliance on local <br />property taxes to fund school construction; and <br /> WHEREAS, the school bonds will nearly double the rate of badly <br />needed school construction in North Carolina; and <br /> WHEREAS, use of the highway and school bond funds will not <br />require tax increases; and <br /> NOW, THEREFORE BE IT RESOLVED, that the Cabarrus County Board <br />of Commissioners supports the passage of the State Highway and <br />School Construction Bonds on the ballot on November 5, 1996, and the <br />members of this organization will work to secure their passage. <br /> <br />Adopted this the 21st day of October, 1996. <br /> <br /> /s/ Jeffrey L. Bonds, Clerk to the Board <br /> <br /> The proposed School Construction Bonds totaled $1.8 billion with a proposed <br />allocation of $22,774,136.00 to Cabarrus County Schools and $2,842,196.00 to the <br />Kannapolis City Schools. The Road Bonds included a proposed secondary road <br />allocation of $785,530.00 for Cabarrus County. <br /> <br />Cabarrus County School/Park Proposal Report - Mr. Tom Lewis, Chairman of the <br />Cabarrus County Parks and Recreation Commission <br /> <br /> Mr. Tom Lewis, Chairman of the Parks and Recreation Commission, briefly <br />reviewed the School/Park Proposal Report. The Report included the following <br />information for each of the 26 public school campuses in Cabarrus County: an <br />inventory and evaluation of existing facilities; community and school comments <br />regarding preferred recreation facilities; master planning site drawings to <br />reflect potential school/park development; and estimates of probable construction <br />costs for each school/park site. <br /> <br /> Mr. Clifton advised that the cost of providing the facilities outlined in <br />the School/Park Proposal Report totaled $18.5 million and that no funds have been <br />budgeted for this purpose. Also, he stated that the issue of maintenance of the <br />facilities would need to be addressed. <br /> <br /> There was discussion regarding the merits of the school/park concept and <br />the possibility of raising private matching funds to assist in developing the <br />proposed facilities. <br /> <br /> <br />
