198 <br /> <br />BE IT ORDAINED that the Cabarrus County Zoning Ordinance is hereby <br />amended as follows: <br /> <br />Purpose: To clarify the minimum lot size for single-family <br />development in the High Density Residential zoning district and to <br />reduce the required side setbacks. <br /> <br />Backsround: The minimum lot size for single family development is <br />6,0000 square feet. The ordinance is somewhat confusing, however, <br />because the minimum size for additional units in multi-family <br />development is reduced. The side setbacks for all developments are <br />5 feet minimum and 20 feet total. On a standard HDR single-family <br />lot that meets the average lot width of 50 feet, the building area <br />would only be 30 feet wide. The current setbacks would be <br />appropriate for multi-family development, but are too restrictive <br />for single-family. The staff proposes that they be changed to match <br />the required single-family side setbacks in the equivalent Concord <br />zoning districts (R-2.5, R-3, R-4). This would not increase density <br />but would allow a larger home to be built. <br /> <br />Proposed Change: Change Section 5-12, Part III "Development <br />Standards by Zoning District" such that language is added to the <br />minimum lot size to specifySingle-family lots of 6,000 square feet. <br />In addition, a line would be added to the setback standards under <br />principal and accessory uses to reduce the side setbacks for single- <br />family to 6 feet on each side. <br /> <br />Adopted this the 18th day of November, 1996 by the Cabarrus County <br />Board of Commissioners. <br /> <br /> /s/ Jeffrey. He reviewed eligible activities, including water <br />and sewer services and street improvement, s. <br /> <br /> At 7:40 P.M. Chairman Barnhart opened the public hearing for the Community <br />Development Block Grant (CDBG) Economic Development Program and asked if anyone <br />were present who wished to speak regarding the program. There was no one present <br />to address the Board, and Chairman Barnhart closed the public hearing. <br /> <br />Innovative Economic Development Demonstration Program Application to Provide <br />Infrastructure to the Favoni Day Care Center Project - Second Public Hearing -. <br />7:00 P.M. <br /> <br /> Mr. Bob Stark, Consultant, explained the proposed application to be <br />submitted to the North CarOlina Department of Gommerce, Division of Community <br />Assistance, to provide water and sewer lines and a street to the Favoni Child <br />Development Center project. The Center proposes to use approximately <br />$1,242,000.00 in private funds along with $210,000.00 in Community Development <br />Block Grant (CDBG) funds to install water and sewer lines and construct a street <br />to the site. Favoni officials wil~ work with the Department of Social Services <br />through the Work First Program and the local Work Over Welfare Program to assist <br />six families to get off welfare. <br /> <br /> Mr. Clifton advised that Mr. Stark, who is the consultant for the County, <br />has a personal interest in the Favont project. This information had been <br />reported at a previous public hearing. <br /> <br /> At 7:46 P.M. Chairman Barnhart opened the second public hearing for the <br />proposed application to the North Carolina Department of Commerce for the Favoni <br />Day Care Project and asked if anyone were present who wished to speak regarding <br />the proposed application.
