207: <br /> <br /> The Board of Commissioners for the County of Cabarrus met in the <br />Commissionersv Meeting Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina on Monday, December 2, 1996, at 6:30 P.M. for an <br />organizational meeting pursuant to North Carolina General Statute 153A-26. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Girl Scout Junior Troop 248 of the First Presbyterian Church in Concord <br />conducted the Flag Ceremony. Scouts participating in the ceremony were as <br />follows: Laura Andrews, Mary Margaret Andrews, Kristen Bilger, Laura Hannah, <br />Caroline Harper, Charlotte Kerr, Whitney Mudd, Ginny Niblock, Rebekah Niblock, <br />Jamie Price, Kendall Price, Rebecca Simpson and Sarah Neal. <br /> <br />Reverend Jeff Gardner of Saint John's Lutheran Church gave the invocation. <br /> <br />Chairman Barnhart turned the meeting over to the County Manager. <br /> <br />Recognition Ceremony <br /> <br /> Mr. Clifton presided over the recognition ceremony for Commissioner Fennel. <br /> <br /> Mr. Hartsell outlined the major activities and accomplishments of the Board <br />during the past four years. These items included, but were not limited to, <br />placement of a Quick Response Vehicle in Midland and a transport unit in <br />Kannapolis, adoption of revised Zoning Ordinance, endorsement of school/park <br />concept, construction of Muddy Creek Wastewater Treatment Plant, impoundment of <br />water at the Coddle Creek Reservoir, merger of utilities with the cities of <br />Concord and Kannapolis, financing for the construction of two new elementary <br />schools, reorganization of the Economic Development Corporation, establishment <br />of industrial incentive guidelines and reorganization of County government. <br /> <br /> The Board recognized Commissioner Fennel and his family. Chairman Barnhart <br />presented a plaque to Commissioner Fennel in appreciation for his service to the <br />citizens of Cabarrus County during 1992-96. <br /> <br /> Commissioner Fennel expressed his pleasure in serving the County during the <br />past four years. <br /> <br />Administration of Oath of Office Soil and Water Conservation District <br /> <br />Supervisors <br /> <br /> The Honorable William G. Hamby, Jr., District Court Judge, administered the <br />Oath of Office to Mr. Ned Y. Hudson, Soil and Water Conservation District <br />Supervisor. Mr. W. Whitaker Moose, District Supervisor, was not present for the <br />meeting and will take the Oath of Office at a later date. <br /> <br />Administration of Oath of Office Board of County Commissioners <br /> <br /> Judge Hamby administered the following Oath of Office to Carolyn B. <br />Carpenter and Sue B.
