She reviewed the duties and responsibilities, history of the team, accomplishments in 1995 and 1996 as well as the Team's goals for 1997. The written report was filed with the Board. Mr. Rod Duncan of the Department of Social Services briefly reported on work with Perdue Farms and local churches to provide information regarding child protection and safety to the Hispanic community. Financing $1.9 Million for the Up-Fit of the Former K-Mart Building - Approval of Capital Project Ordinance and Budget Amendments Mr. Blair Bennett, Deputy Gounty Manager for Administration, reviewed the proposal to appropriate $1.9 million from the County fund balance to up-fit the K-Mart facility for human services. He reported that bank officials differ on their opinion as to whether lease financing proceeds could be available for this project. UPON MOTION of Chairman Casper, seconded by Commissioner Niblock and unanimously carried, the Board adopted the following Capital Project Ordinance and budget amendments for the up-fit of the former K-Mart facility. CAPITAL PROJECT ORDINANCE BE IT ORDAINED, by the Governing Board of Cabarrus County, North Carolina, that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project ordinance is hereby adopted: Section 1. The project authorized is a lease with Kannapolis Land, Inc. to provide for office space in the former K-Mart building in Kannapolis, North Carolina to be financed by Cabarrus County and Kannapolis Land, Inc. Section 2. The Finance Director of Cabarrus County is hereby directed to proceed with this capital project within the terms contained in this project ordinance. Section 3. project: The following amounts are appropriated for the Architect Building Improvement Contingency TOTAL: $ 107,000.00 2,753,000.00 100,000.00 $2,960,000.00 Section 4. The following revenues are anticipated to be available to complete this project: Contribution - General Fund Contribution - Private Donation TOTAL: $1,900,000.00 1,060.000.00 $2,960,000.00 Section 5. The Finance Officer is hereby directed to maintain within the Capital Project Fund sufficient detailed accounting records to satisfy the requirements of the law.
