She reviewed the duties and <br />responsibilities, history of the team, accomplishments in 1995 and 1996 as well <br />as the Team's goals for 1997. The written report was filed with the Board. <br /> <br /> Mr. Rod Duncan of the Department of Social Services briefly reported on <br />work with Perdue Farms and local churches to provide information regarding child <br />protection and safety to the Hispanic community. <br /> <br />Financing $1.9 Million for the Up-Fit of the Former K-Mart Building - Approval <br />of Capital Project Ordinance and Budget Amendments <br /> <br /> Mr. Blair Bennett, Deputy Gounty Manager for Administration, reviewed the <br />proposal to appropriate $1.9 million from the County fund balance to up-fit the <br />K-Mart facility for human services. He reported that bank officials differ on <br />their opinion as to whether lease financing proceeds could be available for this <br />project. <br /> <br /> UPON MOTION of Chairman Casper, seconded by Commissioner Niblock and <br />unanimously carried, the Board adopted the following Capital Project Ordinance <br />and budget amendments for the up-fit of the former K-Mart facility. <br /> <br />CAPITAL PROJECT ORDINANCE <br /> <br /> BE IT ORDAINED, by the Governing Board of Cabarrus County, <br />North Carolina, that, pursuant to Section 13.2 of Chapter 159 of the <br />General Statutes of North Carolina, the following capital project <br />ordinance is hereby adopted: <br /> <br /> Section 1. The project authorized is a lease with Kannapolis <br />Land, Inc. to provide for office space in the former K-Mart building <br />in Kannapolis, North Carolina to be financed by Cabarrus County and <br />Kannapolis Land, Inc. <br /> <br /> Section 2. The Finance Director of Cabarrus County is hereby <br />directed to proceed with this capital project within the terms <br />contained in this project ordinance. <br /> <br /> Section 3. <br />project: <br /> <br />The following amounts are appropriated for the <br /> <br />Architect <br />Building Improvement <br />Contingency <br />TOTAL: <br /> <br />$ 107,000.00 <br />2,753,000.00 <br />100,000.00 <br />$2,960,000.00 <br /> <br /> Section 4. The following revenues are anticipated to be <br />available to complete this project: <br /> <br />Contribution - General Fund <br />Contribution - Private Donation <br />TOTAL: <br /> <br />$1,900,000.00 <br />1,060.000.00 <br /> <br />$2,960,000.00 <br /> <br /> Section 5. The Finance Officer is hereby directed to maintain <br />within the Capital Project Fund sufficient detailed accounting <br />records to satisfy the requirements of the law. <br /> <br /> <br />
