321 <br /> <br /> The Board of Commissioners for the County of Cabarrus met for a retreat and <br />work session at 6:00 P.M. on Thursday, February 2, 1995, and at.8:30 A.M. on <br />Friday, February 3, 1995, at.the Zemosa Acres Farm on Poplar Tent Road, Concord, <br />North Carolina. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Dr. Franklin C. Ntblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present' were Mr. John V. Witherspoon, County Manager; Mr. Blair <br />Bennett, Finance Director/Area Manager; Mr. John Day, Budget Officer/Area <br />Manager; Mr. Gerald A. Newton, Planning Director/Area Manager; Dr. William F. <br />Pilkington, Health Director; and Mr. James F. Cook, Jr., Social Services <br />Director. Mr. Kurt Jenne from the Institute of Government served as facilitator <br />for the retreat and work session. <br /> <br /> The Board met from 6:~0 P.M. until 9:00 P.M. onThursday and reconvened at <br />8:30 A.M. on Friday/ There was general discussion regarding such items as (1) <br />Expectations of Commissioners, County Manager and primary staff in performing <br />their Jobs effectively; (2) Vision of the "ideal" Cabarrus County; (3) Two-year <br />goals; (4) Immediate goals; (5) Right sizing of County government; and (6) Growth <br />management. <br /> <br />The meeting adjourned at 4:30 P.M. on Friday. <br /> <br />Clerk to the Board <br /> <br /> <br />
