322 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in concord, North Carolina on Monday, February 6, 1995, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. C~sper <br /> Dr. Franklin C. Niblock, Jr./ <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Miss Keesha Grant,. President of Medical Explorer Post 2920, led the Pledge <br />of Allegiance. <br /> <br /> The invocation was given by Reverend Larry Pittman of the McKinnon <br />Presbyterian Church. <br /> <br /> The Board observed a moment of silence in memory of Ms. Ruth Schulze, <br />Social Services employee, who passed away January' 30, 1995. <br /> <br />Apprpv~l of Minutes <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the minutes of January 3, 1995 were approved as written. <br /> <br />Approval of the Agenda <br /> <br />Requests were made for the following additions to the agenda. <br /> <br />(1) <br /> <br />(2) <br /> <br />(3) <br /> <br />(4) <br /> <br />(5) <br /> <br />Chairman Barnhart - Discussion of a proposed Permit Allocation <br />System (PAS) Task Force and growth management; <br />Commissioner Casper - Presentation by Mr. Ned Hudson relative <br />to a Solid Waste Management conference; <br />Mr. Hartsell - Resolution relative to the condemnation of the <br />proposed school site; <br />Mr. Witherspoon Resolution relative to financing for the <br />Westside Elementary School; and <br />Mr. Witherspoon - Supplemental Appropriation of $11,300.00 to <br />fund part-time Rabies Educators. <br /> <br /> UPON NOTION of Chairman Barnhart, seconded by Commissioner Casper with <br />Chairman Barnhart and Commissioners Casper, Fennel and Niblock voting for and <br />Commissioner Olio-Mills voting against, the Board added the five items as listed <br />above to the agenda. <br /> <br />NEW BUSINESS <br /> <br />Recognition of Ms, Jan ~ryant, Cabarrus County Animal Control Supervisor <br /> <br /> Dr. William F. Pilkington, Health Director, recognized Ms. Jan Bryant, <br />Animal Control Supervisor, for being named the "Animal Control Employee of the <br />Year" by the North Carolina Animal/Rabies Control Association at its annual <br />meeting on November 1, 1994. <br /> <br /> Commissioner Fennel presented a Certificate of Recognition from the Board <br />to Ms. Bryant. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Budget Amendment - Economic Development Corporation <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following budget amendment. <br /> <br /> <br />
