Chairman Barnhart asked Dr. Pilkington and Mr. Farris to determine <br />the actual cost to the County for these inspections and to make a recommendation <br />to the Board by mid-April regarding a possible fee increase. There was also <br />brief discussion about unfunded mandates by the State, specifically new <br />legislation requiring the inspection of concession stands at athletic facilities. <br /> <br />Management Support - Ms, Frances Taylor <br /> <br /> Ms. Taylor discussed the increased workload of the current staff and <br />expressed concern about the shift of additional accounting/financial <br />responsibilities from the Finance Office to the Health Department. An employee <br />had been transferred from the Health Department to the Finance Office a number <br />of years ago to handle these duties. Chairman Barnhart asked Mr. Witherspoon and <br />Mr. Moorhead to look into the matter. <br /> <br />School Health Ms, Jan Odell <br /> <br /> Ms. Odell discussed the work of the school nurses and current school space <br />needs for these nurses. She expressed concern about the pay disparity of the <br />school nurses who work ten (10) months per year and are considered part-time <br />County employees. According to Ms. Odell, the school nurses employed by the <br />Board of Education would be paid at a higher level and receive additional <br />employee benefits than those employed by Public Health. Chairman Barnhart <br />stated he would talk with Dr. Pilkington regarding this matter. <br /> <br />Health Department Space Needs <br /> <br /> Dr. Pilkington discussed the overcrowded conditions at the Health <br />Department and past proposals to build a human service complex in the central <br />area of the county. However, if this complex cannot be built, Dr. Pilkington <br />proposed that the County build a new Public Health facility in downtown Concord <br />across from the Courthouse. He indicated that some funding for the new facility <br />can be provided through the sale of the current Public Health property. <br /> <br />Recess <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />recessed the meeting at 1:00 P.M. until Friday, March 3, 1995, at 2:00 P.M. in <br />the Grand Jury Room at the County Courthouse to discuss courthouse security. <br /> <br />Clerk to the Board <br /> <br /> <br />
