344 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Jury Pool Room at the Cabarrus County Courthouse in Concord, North <br />Carolina on Friday, March 3, 1995, at 2:00 P.M. The meeting had been moved from <br />the Grand Jury Room to accommodate the number of persons attending the meeting. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Dr. Franklin C. Niblock, Jr. <br />Absent - Commissioner: Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. John Day, <br />Budget Officer/Area Manager; Mr. John Page, General Services Administrator; and <br />Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Court and law enforcement officials present for the meeting included the <br />following: The Honorable Adam C. Grant, Jr., Chief District Court Judge; The <br />Honorable Clarence Horton, District Court Judge; The Honorable William G. Hamby, <br />Jr., District Court Judge; Mr. Mark Speas, District Attorney; Mr. Gene Morris, <br />Clerk of Superior Court; Sheriff Robert Canaday; Mr. Bill Baggs, Magistrate; and <br />Ms. Brenda Dellinger, Probation Supervisor. <br /> <br />Chairman Barnhart called the meeting to order at 2:00 P.M. <br /> <br /> Judge Grant presented a briefing regarding Courthouse security. He <br />expressed concern for the safety of all individuals visiting the Courthouse and <br />briefly discussed recommendations by the U.S. Marshal Service to improve security <br />at the facility. Safety measures included such items as entry level screening <br />at the front of the Courthouse with metal detectors and x-ray machines, a <br />security force of at least three deputies, and the securing of back corridors and <br />side entrances. He estimated equipment costs of at least $200,000.00 and <br />personnel costs at $125,000.00 to $130,000.00. <br /> <br /> Sheriff Robert Canaday also addressed the need for additional security in <br />the Courthouse. He indicated that the implementation of the security <br />recommendations would be an on-going process over a number of years. <br /> <br /> Chairman Barnhart asked staff to develop plans and cost estimates for <br />implementing the Courthouse security recommendations. He asked that emphasis be <br />placed toward the automation of equipment rather than long-term recurring <br />manpower costs. This information is to be brought back to the Board for <br />consideration at a future meeting. <br /> <br />The Board then toured the Courthouse, Law Enforcement and Jail facilities. <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 4:00 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
