345 <br /> <br /> The Board of commissioners for the County of Cabarrus met in regular <br />session ln the Commissioners Meeting Room at the Governmental Center in Concord, <br />North Carolina on Monday, March 6, 1995, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br />Vice-Chairman: Arne L. Fennel <br />Commissioners: Sue B. Casper <br />Absent - Commissioner: Dr. Franklin C. Ntblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:34 P.M. <br /> <br />Commissioner Fennel led the Pledge of Allegiance. <br /> <br /> The invocation was given by Reverend Ketth Navey of the Eva Drive Baptist <br />Church. <br /> <br />Approval of the Agenda <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Commissioners Fennel and Casper and Chairman Barnhart voting for, the agenda was <br />approved with the removal of'Item 5 regarding the KANLACON Metropolitan Planning <br />Organization.
