356 <br /> <br />Program provides the following services to low income persons: (1) General <br />Assistance Funds; (2) AFDC-Emergency Assistance; and the (3) Crisis Intervention <br />Program. The Income Maintenance division determines and redetermtnes eligibility <br />in almost all the program areas administered by the Department of Social <br />Services. <br /> <br /> Ms. Cook reviewed a proposed workfare program for AFDC and food stamp <br />recipients. The proposed program would complement the existing JOBS program and <br />work to establish a public/private relationship with local businesses to create <br />real work situations for recipients. Some possible activities would include day <br />care workers and in-home service workers. <br /> <br />Commissioner Olio-Mills left the meeting at 11:20 A.M. <br /> <br />Child Support Program <br /> <br /> Ms. Kathy Arundell, Attorney and Legal Division Director, presented an <br />overview of the Child Support Program. Child support payments of over $3 million <br />were collected last year in Cabarrus County with the program being basically <br />self-supporting through its collections. Services include the location of absent <br />parents, establishing paternity, support and medical obligations, and enforcing <br />child support orders. <br /> <br />Commissioner Fennel left the meeting at 12:00 Noon. <br /> <br />Social Work Services Program <br /> <br /> Mr. Rod Duncan, Services Program Administrator, gave an overview of the <br />Social Work Services program which offers a wide range of mandated and non- <br />mandated services to meet the needs of the elderly, disabled adults, and <br />children. There are 18 mandated services and four non-mandated services <br />administered by the Department. The non-mandated services include the following: <br />In-Home Aide Services (Chore), Community Alternatives Program (CAP) for Disabled <br />Adults, Transportation Services and the Absent Parent Employment Program (Jobs <br />for Dads). <br /> <br /> Specific programs discussed by Mr. Duncan included the following: (1) <br />JOBS/Employment and Training Services Program; (2) Absent Parents Employment <br />Program (JOBS for Dads); (3) Food Stamp Employment and Training Program; (4) <br />Foster Care/Adoption Assistance; (5) Child Day Care; (6) Adult Day Care; and (7) <br />Medical/Human Services Transportation. <br /> <br />Administrative Operations and Support <br /> <br /> Ms. Vickey Page, Administrative Officer, presented an overview of the <br />Administrative Operations and Support Program. This program includes the <br />Director, Staff Attorney, Administrative Officer, Applications Programmer and all <br />reimbursable clerical support serving the entire agency. Ninety-four percent <br />(94%) of the Department's regular office staff is involved in programs and <br />activities mandated by Federal and State law. The remaining six percent (6%) of <br />the staff is involved in non-mandated activities, principally the CAP program <br />which generates revenues in excess of direct program expenses. <br /> <br /> Ms. Sherry Fan, Applications Programmer, discussed the new LAN system for <br />the Department and the computerization of the single application developed by the <br />Department. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 1:15 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
