364 <br /> <br />A successful applicant will be required to sign a performance <br />agreement with the County prior to any incentive package <br />expenditure by the County. <br /> <br />Appointment - Watershed. Improvement Commission <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel with <br />Commissioners Casper, Fennel and Niblock and Chairman Barnhart voting for, the <br />Board appointed Mr. Ross McKinnon Morrison, III, to the Watershed Improvement <br />Commission for a term of six years ending February 15, 2001. <br /> <br />Appointments - "Our Region Tomorrow" Project Task Forces (3) <br /> <br /> The Board deferred appointments to the "Our Region Tomorrow" task forces <br />until the meeting on April 3, 1995. <br /> <br />Approval of Travel for Board Members to Attend the N.C, Association of County <br />Commissioners Legislative Briefing and Reception in Raleigh in May, 1995 <br /> <br /> Commissioner Fennel proposed that the Board invite the legislative <br />delegation to a briefing in Gabarrus County rather than Board members traveling <br />to Raleigh to attend the Legislative Briefing sponsored by the Association of <br />County Commissioners. There was general agreement to the proposal, and the Board <br />asked the County Manager to make the necessary arrangements for the local <br />briefing. <br /> <br /> Chairman Barnhartreported that the attorneys representing Cabarrus County <br />in the Philip Morris tax issue had asked that he attend the hearing before the <br />Property Tax Commission in Raleigh on Wednesday. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel with <br />Commissioners Niblock, Fennel and Casper and Chairman Barnhart voting for, the <br />Board approved travel for the Chairman to attend the Property Tax Commission <br />hearing in Raleigh this week, <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting at 7:48 P.M. until the conclusion <br />of the Water and Sewer District meeting. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Barnhart opened the meeting for Informal Public Comments. <br /> <br /> Mr. Terrell K. Sharp of 8206 Blackjack Oak Court in Harrisburg complained <br />of litter along the roadside, especially Rocky River Road and Hickory Ridge Road. <br />He expressed displeasure that the County does not pick up litter along the public <br />roadways. <br /> <br /> Mr. WithersPoon pointed out that State owns the rights-of-way and also <br />addressed the issue of illegal dumping on private property. <br /> <br /> Commissioner Casper shared Mr. Sharp's concern about illegal dumps and <br />littering of public roadways. She invited him to attend the meetings currently <br />being held at the Senior Center relative to the disposal of solid waste. <br /> <br />Commissioner Olio-Mills returned to the meeting. <br /> <br /> Ms. Marilyn Barnhart of 5800 Wabash Lane spoke of the "deplorable" <br />conditions at the County Animal Shelter, including limited space, safety <br />concerns, and the use of the euthanasia chamber rather than lethal injection. She <br />supported the use of tax money for the construction of a new Shelter and also <br />addressed the issue of tree and wildlife preservation in the county. <br /> <br /> <br />
