Riggs, David Wike, Jimmy Atwell <br /> <br />Consolidation of Parks and Recreation Commission Resolution <br /> <br /> Commissioner Fennel reviewed the proposed Resolution concerning the Parks <br />and Recreation Commission. He stated the purpose of the Resolution was to bring <br />together all the changes relative to the establishment and function of the <br />Commission since the original resolution was adopted in 1978. He requested the <br />following changes to the Resolution that was included in the Board's agenda. <br /> <br />Section 1: <br />Section 3: <br /> <br />Section 5: <br />Section 10: <br /> <br />Add phrase "serving as non-voting liaison" to the end of the <br />sentence relative to the Governing Body representative <br />Add the word "(Liaison)" after the phrase "Cabarrus County <br />Commissioner" <br />Insert the word "First" before the word "Vice-Chairman" <br /> Add the phrase "the' two Vice-Chairmen" <br /> <br /> Ms. Celie Richardson, member of the Parks and Recreation Commission, stated <br />from the audience her objection to the addition of the provision that members <br />would "serve at the pleasure" of the Board of Commissioners. According to Ms. <br />Richardson, this provision added an air of intimidation regarding the Parks and <br />Recreation Commission. <br /> <br /> Chairman Barnhart declined to open the meeting for public comments. He <br />asked Mr. Hartsell to review the Board's authority in regards to appointments to <br />local boards and committees. <br /> <br /> Mr. Hartsell stated that typically all committee members serve at the <br />pleasure of the Board of Commissioners. For those boards which are not <br />statutorily established, Mr. Hartsell pointed out that the Board has the <br />authority to modify local resolutions or ordinances establishing boards and <br />committees at any time. <br /> <br /> Commissioner Fennel made a motion to adopt the resolution as amended and <br />to send it to the Parks and Recreation Commission so that the Commission can <br />compare it to their By-laws and make appropriate changes to those By-laws. The <br />motion was seconded by Commissioner Olio-Mills. <br /> <br /> There was discussion regarding the elimination of the youth member position <br />on the Commission. Commissioner Fennel advised that this position was a hold <br />over from years past when there was an active 25-member Youth Council in the <br />county. He explained that the focus of the Commission has now changed and the <br />youth position would bemore useful within the associations that are now running <br />the various recreation programs. In conclusion, he requested that his motion be <br />amended to include the provision that the current youth member would continue to <br />serve for the remainder of his term ending July 31, 1995. <br /> <br /> Mr. Hartsell advised that this would be inconsistent with the proposed <br />Resolution. He recommended the establishment of a future effective date and/or <br />changes to the proposed Resolution to address this issue. Therefore, <br />Commissioner Fennel asked that the following change be made to Section 3 of the <br />Resolution. <br /> <br />FROM; <br />1 member - Cabarrus County Commissioner (Liaison) <br /> <br />TO; <br />1 member <br /> <br />Youth representative who will serve through July 31, <br />1995, at which time the position will expire <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board adopted the following Resolution as amended and <br />directed that it be sent to the Parks and Recreation Commission so that the <br />Commission can compare it with current By-Laws and make appropriate changes to <br />those By-Laws. <br /> <br /> <br />
