395 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Tax Assessor's Conference Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, April 24, 1995, at 6:00 P.M. to <br />continue program reviews. <br /> <br />Present <br /> <br />Absent - <br /> <br />Chairman: Jeffrey L. Barnhart <br />Vice-Chairman: Arne L. Fennel <br />Commissioner: Dr. Franklin C. Niblock, Jr. <br />Commissioners: Sue B. Casper <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. John Day, <br />Budget Officer/Area Manager; Mr. Don Moorhead, Personnel Director; and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Planning and Development <br /> <br /> Mr. Gerald A. Newton, Planning and Development Area Manager, introduced <br />discussion of the activities of the Planning, Zoning, Building Inspection and <br />Transportation Department and that department's direct involvement in the <br />development of Cabarrus County. <br /> <br /> Mr. Jonathan Marshall, Senior Planner, gave an overview of the work by the <br />Planning Division. Activities include the following four major categories: (1) <br />Administration, information, and research; (2) Current Planning, including land <br />development review and regulation; (3) Long Range Planning, including land use <br />plans and studies; and (4) Community and Economic Development, including the use <br />of a consultant to prepare and administer grants for housing rehabilitation and <br />infrastructure needs. <br /> <br /> Mr. Mike Downs, Zoning Administrator, reviewed the activities of the Zoning <br />Division. This division is responsible for the administration and enforcement <br />of the following ordinances: Cabarrus County Zoning Ordinance, Flood Damage <br />Prevention Ordinance, Town of Harrisburg Zoning Ordinance, and Town of Mt. <br />Pleasant Zoning Ordinance. Other duties include such activities as assisting the <br />Planning Division and Building Inspection Division as well as processing septic <br />tank applications. <br /> <br /> Mr. Norris James, Building Inspection Supervisor, described the work by the <br />Building Inspection Division and outlined the approximately 14 inspections which <br />are required per site. The division issues building permits, maintains records <br />of inspections, reviews Plans, issues occupancy permits, investigates complaints <br />from the public and makes mobile home, day care, and minimumhousing inspections. <br /> <br /> Ms. Sarah LaBelle, Planner, presented an overview of the Transportation <br />Division. This division addresses general County issues such as site impact <br />studies, corridor studies and small area planning, and data collection. As Lead <br />Planning Agency for the Kanlacon Metropolitan Planning Organization, the division <br />works closely with the Department of Transportation in developing the Area <br />Transportation Plan. In addition, the division coordinates the activities of the <br />local van service with other agencies and departments as well as installs, <br />repairs, and maintains all street name signs in the unincorporated areas of the <br />county. <br /> <br />Water and Sewer <br /> <br /> Mr. Henry Waldroup, Utilities Director, reviewed the history of the Water <br />and Sewer District which was established in 1984-85. The District began with 50 <br />customers and now has over 4,400 customers. He discussed the possibility of <br />providing water to the Irish Potato Road area due to the situation of the <br />Landfill. Mr. Waldroup also updated the progress of the Muddy Creek Wastewater <br />Treatment Plant and the Coddle Creek Reservoir. The Muddy Creek site work is 40 <br />percent complete and the sewer line is 95 percent complete. The Department of <br />Transportation has given its approval to construct the tunnel under Highway 601 <br />for the sewer line. The relocation of the pipeline at the Coddle Creek Reservoir <br />should begin shortly, thus permitting the completion of the Reservoir project. <br />During discussion, Mr. Waldroup pointed out that recreational activities will be <br />very limited at the Reservoir since it is a water supply lake. These activities <br />will be addressed at a later date. <br /> <br /> <br />
