410 <br /> <br /> 11. Method of Amendment/Termination of Agreement. This <br />Agreement may be amended or terminated only by a vote of the <br />majority of the members of each of the respective governing boards <br />of HARRISBURG and CABARRUS. <br /> 12. Warranties. HARRISBURG and CABARRUS hereby warrant and <br />represent that: <br /> (a) Execution of this Agreement and full performance of its <br /> own obligations hereunder are fully authorized by law; <br /> (b) Each has complied or will comply with all procedures <br /> necessary to render its execution of this Agreement and the <br /> performance of its obligations hereunder as valid, legal and <br /> binding acts of HARRISBURG or CABARRUS, respectively; and <br /> (c) All contracts for work to be done pursuant to this <br /> Agreement will be performed in accordance with the laws and <br /> regulations to which CABARRUS and HARRISBURG are subject, <br /> expressly including, but not limited to, the public bidding <br /> laws of the State of North Carolina. <br /> 13. Miscellaneous. "Bill" Ross, Register of Deeds, presented an overview of the <br />operation of the Register of Deeds Office. He stated that the Office serves as <br />the "keeper" of such records as all land transfers, deeds of trust, marriage <br />licenses, birth certificates, death certificates and other vital statistics. <br />Also, Mr. Ross discussed concerns regarding Senate Bill 426, Strengthen Public <br />Records Law, which will require that copies of public records be furnished to <br />individuals and for-profit firms at a cost that includes only paper and toner. <br />As an example, he stated the Register of Deeds Office could be requested to copy <br /> <br /> <br />
