412 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Tax Assessor's Conference Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Thursday, May 11, 1995, at 5:30 P.M. <br /> <br />Present <br /> <br />Absent <br /> <br />Chairman: Jeffrey L. Barnhart <br />Vice-Chairman: Arne L. Fennel <br />Commissioners: Sue B. Casper <br /> Dr. Franklin C. Niblock, Jr. <br />Commissioner: Kenneth Olio-Mills <br /> <br /> Also present were Mr. John Day, Budget Officer/Area Manager; Mr. Don <br />Moorhead, Personnel Director; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart and Commissioner Fennel were absent for the beginning of <br />the meeting. Mr. Greg Walters, Fire Marshal/Assistant Emergency Management <br />Coordinator, began the Emergency Services department review at 5:40 P.M. <br />Chairman Barnhart arrived at 5:55 P.M. and called the meeting to order. <br />Commissioner Fennel arrived at 6:05 P.M. <br /> <br />Emergency Services/Fire Marshal <br /> <br /> Mr. Walters presented an overview of the Cabarrus County Emergency Services <br />office, including the Emergency Management and Fire Marshal departments. Three <br />employees share in the duties of both areas, and the office is on call 24 hours <br />a day, 365 days a year. Some activities of Emergency Management include severe <br />weather activities, hazardous materials incidents, and environmental concerns. <br />The Fire Marshal performs such activities as fire inspections, assistance to <br />volunteer fire departments, fire scene investigations of suspicious fires, and <br />fire education programs in the schools. <br /> <br />Cooperative Extension Service <br /> <br /> Mr. Alvin Stanford, Cooperative Extension Chairman, gave a brief overview <br />of the Cooperative Extension Service and presented a video of the various agency <br />activities. Operating as a part of federal, state, and County governments, the <br />Cooperative Extension Service provides the following programs: Agriculture, <br />including Horticulture and Livestock/Crops; 4-H Program, including 4-H <br />Afterschool and Summer Fling Programs; Home Economics; and the Expanded Food and <br />Nutrition Education Program (EFNEP). <br /> <br />Soil and Water Conservation District <br /> <br /> Chairman Barnhart reported that the Board had an appointment to meet with <br />the Concord Board of Aldermen and would be unable to hear the presentation by Mr. <br />Matthew Kinane, District Conservationist, at this time. He and the other Board <br />members apologized to Mr. Kinane for this inconvenience and agreed to reschedule <br />the presentation at a later date. <br /> <br />Consolidation of Water and Sewer Utilities <br /> <br /> Chairman Barnhart reviewed a Press Statement to be issued at the meeting <br />of the Concord Board of Aldermen regarding the consolidation of water and sewer <br />utilities. The Board also briefly reviewed the proposed Letter of Intent <br />scheduled for adoption at the meeting with the Board of Aldermen. Commissioner <br />Casper expressed concern that water service to the Landfill area was not <br />addressed in the Letter of Intent. After discussion, there was general consensus <br />that water service is needed in the Landfill area and that this issue will be <br />addressed in the future. <br /> <br /> Chairman Barnhart recessed the meeting at 7:15 P.M. for Board members to <br />travel to the Concord Municipal Building. <br /> <br /> The Board joined the Concord Board of Aldermen in their meeting at the <br />Concord Municipal Building. Chairman Barnhart reconvened the meeting of the <br />Board at 7:25 P.M. and called to order the meeting of the Water and Sewer <br />District. Present at that time were the Concord Board of Aldermen and City staff; <br />namely, Mayor George W. Liles, and Aldermen James L. Dorton, Alfred Brown, Robert <br />Mathis, Jr., W. Lamar Barrier, Frank Dusch, Jr., Wilson Cone, and Hector Henry <br />II; Concord City Manager Leonard Sossamon; City Attorney Gordon Belo; and Concord <br />City Clerk Vickie Weant. <br /> <br /> <br />
