419 <br /> <br />The following proposal is submitted by the Cabarrus County Home and <br />Community Care Block Grant Committee. CENTER: <br /> Adult Day Care <br /> <br />$ 63,034 <br /> <br />TOTAL ALLOCATION <br /> <br />$339,995 <br /> <br />* This proposal represents a decrease in Federal and State funding <br />of $13,046 for FY '96. <br /> <br />During his presentation, Mr. Murphy pointed out there is a minimum ten percent <br />(10%) local match by Cabarrus County for the Home and Community Care Block Grant <br />programs. He also reviewed the HCCBG services provided by the Department of <br />Aging, including Nutrition, In-Home Services, Transportation, and Housing/Home <br />Improvement. <br /> <br /> Chairman Barnhart opened the public hearing for the proposed FY '96 Aging <br />Funding Plan and asked if anyone were present who wished to address the Board <br />regarding the proposed Plan. <br /> <br /> Mr. Rod Duncan, Program Coordinator with the Department of Social Services, <br />discussed the Department's In-Home Services Program. The in-home services, <br />including housekeeping and personal care, help to keep older adults at home and <br />avoid rest home placement. <br /> <br /> Ms. Thelma Freeze, Executive Director of the L.I.F.E. Center, reviewed the <br />Adult Day Care Services provided by the Center at its two sites in Concord. She <br />explained that the Center's mission is to improve the quality of life for older <br />adults and to help them remain in their own homes. <br /> <br /> Ms. Nadine Sides, in-home service recipient, expressed appreciation for the <br />services provided to herself and her husband. <br /> <br /> Ms. Lucy Steen, resident of 4227 Sunrise Drive in Kannapolis and volunteer <br />at the Royal Oaks United Methodist Church Nutrition Site, discussed the <br />importance of the nutrition sites in the county. She described the activities <br />at the Royal Oaks site, stating that participants not only receive a cooked meal <br />but also have the opportunity for socialization and fellowship with others. <br /> <br /> Ms. Ella Howie, resident of 242 Hilltop and participant at the Logan Meal <br />Site, spoke on the benefits of both the nutrition site program and the <br />transportation services provided by the County. <br /> <br /> Ms. Ruby Giles, a 10-year participant at the L.I.F.E. Center, expressed <br />appreciation for being able to attend the Center and participate in such <br />activities as special programs, field trips, and crafts. <br /> <br /> Ms. Mary Hilliard of 7600 Hilliard Lane and Ms. Florence McCachern of 716 <br />Jackson Terrace discussed the importance of the respite services provided by the <br />Department of Aging. <br /> <br /> Mr. Richard Lewis, participant at the L.I.F.E. Center, explained how the <br />Center has helped him in his recovery from injuries suffered in a 1985 wreck. <br /> <br /> There was no one else present who wished to address the Board, and Chairman <br />Barnhart closed the public hearing at 7:20 P.M. on the proposed FY '96 Aging <br />Funding Plan. <br /> <br /> <br />
