425 <br /> <br />regulations governing private roads, stating in his opinion the developer and <br />homeowners should have the right to maintain private roads within a subdivision. <br /> <br /> Mr. Newton advised the Board that the issue regarding private roads could <br />be addressed by adding the word "unpaved" to the sentence in Section 4.10 Roads, <br />Subsection B, on Page 26. The amended sentence would read as follows: "New <br />unpaved roads shall be permitted only if they meet the following criteria:"... <br /> <br /> Mr. J. M. Little of 825 Highway 27, Midland, also addressed the issue of <br />private roads. He stated that the homeowner's organization would take care of <br />maintaining the private roads and that homeowners are aware of the private roads <br />at the time they purchase their property. <br /> <br /> Mr. SherrtllLaney questioned the requirement that a proposed right-of-way <br />identified by the State be reserved for a period of three years. He suggested <br />the need for possible consideration in the ad valorem property tax since the <br />homeowner can do nothing but mow the property during this period of time. <br /> <br /> There was no one else present who wished to address the Board, and Chairman <br />Barnhart closed the public hearing at 8:35 P.M. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock and <br />unanimously carried, the Board adopted the revised Cabarrus County Subdivision <br />Regulations, amending Chapter 66, Section 66-1 et seq. of the Code of Ordinances, <br />Cabarrus County, North Carolina, as recommended by the Planning, Zoning and <br />Building Inspection Department with the addition of the word "unpaved" to Section <br />4.10, "Road", Subsection B, and with the effective date of May 16, 1995. <br /> <br /> The revised "Cabarrus County Subdivision Regulations" as adopted by the <br />Board is on file in the Office of the County Manager and hereby included by <br />reference as a part of the minutes. <br /> <br />Request to Waive Hiring Freeze for Specific Vacant Position <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Barnhart and <br />unanimously carried, the Board moved to waive the hiring freeze for the vacant <br />Income Maintenance Caseworker II position (56-45-101-25) at the Department of <br />Social Services. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board moved to waive the hiring freeze for the vacant <br />Deputy Sheriff position (21-10-101-8) at the Sheriff's Department. <br /> <br />Budget Amendment - Rowan-Cabarrus Community College <br /> <br /> Chairman Barnhart read a memorandum in support of the budget amendment to <br />appropriate $39,000.00 for the schematic design of the Manufacturing Technologies <br />Center at the South Campus of Rowan Cabarrus Community College. He stated the <br />Center is an important element in the Board's commitment to economic development <br />and education in Cabarrus County. Also, the County's appropriation of $39,000.00 <br />will leverage $52,000.00 from the State to begin design development for this <br />facility. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF COUNTY COMMISSIONERS <br />AMOUNT: $39,000 <br />TYPE OF ADJUSTMENT: Transfer Between Departments/Funds <br />PURPOSE OF REQUEST: Transfer funds from contingency to Rowan Cabarrus Community <br />College to begin schematic design and design development for south campus <br />technical training building. <br /> <br /> <br />
