433 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Information Services Conference Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 22, 1995, at 6:30 <br />P.M. The meeting location had been changed from the Home Health Agency due to <br />scheduling conflicts. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br />Absent - Commissioners: Sue B. Casper <br /> Dr. Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. John Day, <br />Budget Officer/Area Manager; Mr. Don Moorhead, Personnel Director; and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Soil & Water Conservation District <br /> <br /> Mr. Matthew Kinane, Soil and Water Conservation District Conservationist, <br />presented a brief overview of the Soil and Water Conservation District office. <br />He also discussed the responsibilities of the Soil and Water Conservation <br />District Supervisors and the Watershed Improvement Commission members. Program <br />priorities include the management of soil and water, conservation of natural <br />resources, and environmental education. As a participant in the North Carolina <br />Agriculture Cost Share Program, the District works with local landowners to <br />develop conservation plans that help improve the efficiency of farming operations <br />by reducing potential pollutants from entering the waterways of the county. <br /> <br />Information Services <br /> <br /> Ms. Deborah Brannan, Systems Manager, and Ms. Jean Kennedy, Programming <br />Manager, explained the activities of the Information Services (IS) Department, <br />including Systems Programming, Computer Operations, Geographical Information <br />Systems (GIS), Applications Programming, Printing, and Micrographics. They <br />discussed the development of a Strategic Plan for Information Services and plans <br />to improve the future operation of the department. <br /> <br /> Chairman Barnhart and Commissioner Fennel discussed the fees for various <br />services by the IS Department, specifically the current cost of voter <br />registration lists and the need to eliminate the annual connection fee charged <br />to the cities for on-line access. Recommended changes to the fee schedule are <br />to be presented to the Board at its next meeting. <br /> <br /> Ms. Brannan and Ms. Kennedy led the group on a tour of the IS Department, <br />including the GIS Office and the Printing/Micrographics work area. <br /> <br />The meeting ended at 9:00 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
