He may execute contracts with outside agencies to properly documentbudgeted appropriations to such agencies where G.S. 153A-248(b), 259, 449' and any similar statutes require such contracts. C. The County Manager may increase or decrease the number of positions in the Cabarrus County Home Health Department depending on market demand for services. He may also adjust compensation levels in order to ensure competitiveness. Additional positions may only be established under this subsection if revenues are available to offset the expenditures. Following such actions where a budget amendment is required, it will be submitted for approval at the next Regular Meeting of the Board of Commissioners. Section VIII. A. This ordinance and the budget documents shall, be the basis for the financial plan for the County of Cabarrus for the 1995-96 Fiscal year. The County Manager and the Budget Officer shall administer the Budget. The Finance Director shall establish and maintain all records w~ich are in concurrence with this Budget and Budget Ordinance and the appropriate Statutes of the State of North Carolina.
