482 <br /> <br />o <br /> <br />project ordinance contains sufficient appropriated but <br />unencumbered funds for such purposes. <br />He may execute contracts with outside agencies to properly <br />documentbudgeted appropriations to such agencies where G.S. <br />153A-248(b), 259, 449' and any similar statutes require such <br />contracts. <br /> <br /> C. The County Manager may increase or decrease the number of <br />positions in the Cabarrus County Home Health Department depending on market <br />demand for services. He may also adjust compensation levels in order to <br />ensure competitiveness. Additional positions may only be established under <br />this subsection if revenues are available to offset the expenditures. <br />Following such actions where a budget amendment is required, it will be <br />submitted for approval at the next Regular Meeting of the Board of <br />Commissioners. <br /> <br />Section VIII. <br /> <br /> A. This ordinance and the budget documents shall, be the basis for the <br />financial plan for the County of Cabarrus for the 1995-96 Fiscal year. The <br />County Manager and the Budget Officer shall administer the Budget. The <br />Finance Director shall establish and maintain all records w~ich are in <br />concurrence with this Budget and Budget Ordinance and the appropriate Statutes <br />of the State of North Carolina. <br /> <br />Adopted this the 22 day of June, 1995. <br /> <br /> /s/ Jeffrey L.
