484 <br /> <br />Workforce Reassessment Plan <br />Effective June 26, 1995 <br /> <br />As a part of the 1992-1993 budget, a plan for an ongoing review of <br />staffing levels was adopted, and it was adopted again June 26,1995. <br />This plan is a serious effort to reassess the size of our workforce. <br />Its goal is to identify those positions that can be eliminated with <br />minimal negative impact on the delivery of services. The review <br />process will be activated each time a position becomes vacant. <br /> <br />1. Ail positions that become vacant will have their authorized <br /> funding immediately frozen. <br />2. Department heads will then internally review the need for the <br /> vacant positions based upon the maintenance of acceptable <br /> service levels, financial constraints, and other pertinent <br /> factors. <br />3. If there is no longer a need for the position, the County <br /> Manager should be apprised of that fact in writing. <br />4. For those positions still deemed necessary, a release from the <br /> funding suspension may be initiated by submitting a Request to <br /> Fill Vacancy form to the Personnel Office. A release of <br /> position funding will not be automatic and will be granted <br /> only after a thorough review of the justification(s) supplied <br /> by the department head. <br /> A. Requests involving positions that provide response to <br /> immediate threats to citizens' lives, health or property <br /> will be reviewed upon receipt for immediate release of <br /> funding. Examples of such positions include Home Health <br /> Nurses, Deputy Sheriffs and Emergency Medical <br /> Technicians. <br /> B. Other positions will have their funding "frozen" for <br /> sixty days. During this time requests to unfreeze <br /> position funding will be reviewed. <br /> Based on his assessment of these requests and the recommendations of <br /> the Budget and Personnel Officers, the County Manager will <br /> "unfreeze" the funding for that position or recommend to the Board <br /> of Commissioners that it be eliminated. For those positions <br /> unfrozen, the recruitment process may then begin, but no one can be <br /> employed in the position until the end of the sixty day period. <br /> <br />Should the Board of Commissioners not approve a recommendation for <br />position elimination, and if no other direction is provided, the <br />position will have funding restored. <br /> <br />Termination of the Fire Inspections Contract with the City of Concord <br /> <br /> Mr. Day recommended termination of the fire inspections contract with the <br />City of Concord effective December 31, 1995. He stated that Mr. Ben Mabrey, <br />Emergency Services Director, had indicated that County staff could perform all <br />County inspections after the City's annexation becomes effective December 31, <br />1995. The current cost for these inspections by the City is approximately <br />$34,000.00 per year. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper with <br />Chairman Barnhart and Commissioners Casper, Fennel, and Niblock voting for, the <br />Board voted to terminate the contract with the City of Concord to perform fire <br />inspections effective December 31, 1995. <br /> <br />Trip to Florida to View Flex Schools <br /> <br /> Chairman Barnhart announced that he and Commissioner Fennel would be <br />traveling to Florida on July 20 with School Board members to view "flex" schools. <br />Mr. Newton and Mr. Norris James, Building Inspections Supervisor, will accompany <br />the group to Florida. <br /> <br />Execution of Deed for Sale of County Property to the City of Concord <br /> <br /> Mr. Hartsell presented for execution the deed for the sale of the property <br />located behind the Public Health Department to the City of Concord for the <br /> <br /> <br />
