499 <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock and <br />unanimously carried, the Board awarded the annual contract for the Sheriff's <br />Department uniforms to the iow bidder, American Uniform Sales, INC., in the <br />amount of $29,862.50. <br /> <br />Justification for the Reinstatement of the Public Health Nurse I Position <br /> <br /> Dr. William F. Pilkington, Health Director, presented justification for the <br />reinstatement of the Public Health Nurse I (PHN I) position which had been cut <br />from the FY 1995-96 budget. According to Dr. Pilkington, the elimination of the <br />PHN I position will result in a lost of revenues and a reduction in services to <br />high risk infants and children. The cost of the position is $38,235.00 with <br />Medicaid revenues of $31,536.00. Dr. Pilkington also expressed concern that the <br />elimination of the position would negatively impact recent efforts by the County <br />to reduce infant mortality. <br /> <br /> Ms. Joan Wheeler, who held the position prior to her recent promotion, <br />discussed the job description for the PHN I position. The two main areas of <br />responsibility for that position are clinic duties and caseload/district duties <br />for the Concord area around the Health Department, including a large Hispanic <br />population. She indicated that it would be necessary to cut clinic services as <br />well as home visits to high risk patients if the position is eliminated. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Niblock and <br />unanimously carried, the Board moved to reinstate the Public Health Nurse I <br />position at the Health Department for Fiscal Year 1996. <br /> <br />Adoption of Fees/Charges for Services Performed by the Health Department <br /> <br /> Dr. Pilkington briefly reviewed the proposed fees/charges for the Health <br />Department. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following fees/charges for services <br />performed by the Health Department. <br /> <br />DESCRIPTION; <br /> <br />Cabarrus County Health Department <br />Charges to be Effective July 1, 1995 <br /> <br />LABORATORY: <br /> Urinalysis Dipstick w/micro <br /> RPR (Job Related/marriage) <br /> Urine Culture <br /> Wet Mount <br /> Venipuncture Fee <br /> <br />TOTAL <br />CHARGE <br /> <br />$ 8.00 <br /> 7.00 <br /> 12.00 <br /> 6.00' <br /> .4.00 <br /> <br />Other tests provided by the State Laboratory of Public Health are <br />available through the health department under certain programs <br />mandated by the State. There is no charge for these services, but <br />a venipuncture fee will be charged to cover the cost of the <br />materials.
