499 UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock and unanimously carried, the Board awarded the annual contract for the Sheriff's Department uniforms to the iow bidder, American Uniform Sales, INC., in the amount of $29,862.50. Justification for the Reinstatement of the Public Health Nurse I Position Dr. William F. Pilkington, Health Director, presented justification for the reinstatement of the Public Health Nurse I (PHN I) position which had been cut from the FY 1995-96 budget. According to Dr. Pilkington, the elimination of the PHN I position will result in a lost of revenues and a reduction in services to high risk infants and children. The cost of the position is $38,235.00 with Medicaid revenues of $31,536.00. Dr. Pilkington also expressed concern that the elimination of the position would negatively impact recent efforts by the County to reduce infant mortality. Ms. Joan Wheeler, who held the position prior to her recent promotion, discussed the job description for the PHN I position. The two main areas of responsibility for that position are clinic duties and caseload/district duties for the Concord area around the Health Department, including a large Hispanic population. She indicated that it would be necessary to cut clinic services as well as home visits to high risk patients if the position is eliminated. UPON MOTION of Commissioner Casper, seconded by Commissioner Niblock and unanimously carried, the Board moved to reinstate the Public Health Nurse I position at the Health Department for Fiscal Year 1996. Adoption of Fees/Charges for Services Performed by the Health Department Dr. Pilkington briefly reviewed the proposed fees/charges for the Health Department. UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and unanimously carried, the Board adopted the following fees/charges for services performed by the Health Department. There is no charge for these services, but a venipuncture fee will be charged to cover the cost of the materials. Ail of these tests will require written orders or standing orders by the patient's physician and prior approval by lab personnel.
