503 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, July 31, 1995, at 6:00 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Dr. Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br />Absent - Commissioner: Sue B. Casper <br /> <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney; Mr. John <br />Day, Budget Officer/Area Manager; and Mrs. Frankte F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 6:05 P.M. Dr. Niblock was <br />not present for the beginning of the meeting. <br /> <br />Additions to Agenda <br /> <br /> Chairman Barnhart requested the addition of a closed session to discuss a <br />personnel issue.' Cook, Jr., Social Services Director, reviewed the bids and <br />recommended that the bid be awarded to Micron for 65 computers with several <br />stipulations. The basis for this recommendation was as follows: <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />Gateway 2000 machine does not meet bid specifications as it is <br />not listed on the NT compatibility list issued by Microsoft, <br />Inc. Also, company representatives have indicated they do not <br />provide NT technical support as specified. <br />The video card provided with the Gateway machine is apparently <br />a 32 bit card rather than the 64 bit card specified. It is <br />also unclear whether the monitor proposed by Gateway 2000 <br />meets the specified MPR-II radiation (protection) standard. <br />Gateway 2000 did not submit a bid option for computers without <br />the Microsoft Office bundled. The department has determined it <br />would be less expensive to purchase this and other software <br />through an "open license pack" offered by Microsoft. <br />The price quoted by Micron included the following two <br />component options which exceed the specifications: (1) a <br />Diamond Stealth 64 Video VRAM with 2MB at a cost of $200.00 <br />more than the Diamond Stealth 64 DRAM 2 MB video card; and (2) <br />the 3COM 3C509 NIC Ethernet Combo at a cost of $70.00 more <br /> <br /> <br />
