512 <br /> <br /> The Board of Commissioners for the County of Cabarrus met for a retreat and <br />work session at 12:00 Noon on Tuesday, August 15, 1995, at the Zemosa Acres Farm <br />on Poplar Tent Road, Concord, North Carolina. <br /> <br />Present <br /> <br />Chairman: Jeffrey L. Barnhart <br />Vice-Chairman: Arne L. Fennel <br />Commissioners: Sue B. Casper <br /> Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. Blair Bennett, Finance Director/Area Manager; Mr. <br />John Day, Budget Officer/Area Manager; Mr. Gerald A. Newton, Planning <br />Director/Area Manager; Dr. William F. Pilkington, Health Director; Mr. James F. <br />Cook, Jr., Social Services Director; Mr. Terry Rowland, Tax Administrator; and <br />Mr. Don Moorhead, Personnel Director. Ms. Becky Crabtree, Secretary, attended <br />in the absence of the Clerk and recorded the meeting. Mr. Kurt Jenne from the <br />Institute of Government served as facilitator for the retreat and work session. <br /> <br /> Chairman Barnhart recapped the main elements of the Board members' visions <br />for the County as outlined at the February retreat. Board members discussed and <br />clarified their visions for the County. <br /> <br /> Mr. John Day recapped the status of the two-year goals established by the <br />Board in February. There was general discussion of issues relating to <br />Efficiency, Growth Management, Economic Development, Intergovernmental Issues, <br />and Education. <br /> <br /> Mr. John Day recapped proposals regarding County Government's communication <br />and action processes and procedures. An action plan from the County's goals will <br />be prepared for presentation to the Board. <br /> <br /> There being no further business to come before the Board, the meeting was <br />adjourned at 4:45 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
