523 <br /> <br />Retransfer of Property at the Coddle Creek Reservoir <br /> <br /> Mr. Hartsell reported that Mr. and Mrs. H. T. Barbee have agreed to the <br />terms for the retransfer of property at the Coddle Creek Reservoir. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Barnhart and <br />unanimously carried, the Board instructed the County Attorney to proceed with the <br />retransfer of the 2.03 acres which are not needed for the Coddle Creek Reservoir <br />to Mr. and Mrs. H. T. Barbee at a cost of $4,060.00 and to acquire the .23 acres <br />from Mr. and Mrs. Barbee at a cost of $1,060.00. The net cost to the Barbee's <br />will be $3,000.00. <br /> <br />Request for Letter of Endorsement by Time Warner Cable <br /> <br /> Mr. John Day, Budget Officer/Area Manager, briefly discussed the request <br />by Time Warner Cable for a letter of endorsement from Cabarrus County concerning <br />the social contract that has been negotiated between the Federal Communication <br />Commission and Time Warner Cable. This contract will provide for such things as <br />a reduction in the cost of the basic cable package and a limit on the number of <br />rate increases per year. <br /> <br /> Chairman Barnhart asked Board members to review the information provided <br />to them regarding the social contract and to notify the Clerk of their wishes <br />regarding a letter of endorsement by the County. The deadline for public comment <br />on the matter is September 5. <br /> <br />County Manager Hiring Process <br /> <br /> Chairman Barnhart reported that the acceptance of applications for Coungy <br />Manager closed on this date and that more than 82 applications were received. <br />He read the following prepared statement. <br /> <br /> On July 29, 1995, the Cabarrus County Board of Commissioners <br />outlined a process for hiring the next County Manager. As part of <br />the process, a Screening Committee was to be selected. This <br />Screening Committee is charged with the responsibility of narrowing <br />the list of 80 plus applicants to approximately 3 to 5 qualified <br />candidates through a very thorough appraisal process. The next <br />county manager will then be chosen by the Board of Commissioners <br />from this list of finalists. <br /> After much thought, I have come to the conclusion that the <br />very best way for our board to accomplish this task is by reaching <br />out to the business community and asking for assistance from <br />successful professionals with many years of proven experience in the <br />private sector. In addition, I felt we should select one individual <br />with experience in the governmental sector to assist, but who will <br />not be working for the next county manager. And finally, I thought <br />it appropriate to select an individual from the public schools which <br />comprise a major component of our annual budget. <br /> With this goal in mind, I propose the following list of names <br />for your consideration. <br />(Ail of them have agreed to serve if selected, with the exception of <br />Roy Davis who I could not reach since he is out of town.
