526 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, September 5, 1995, at 6:30 P.M. <br />The meeting had been rescheduled from Monday, September 4, due to the Labor Day <br />holiday. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Olio-Mills <br />Absent - Commissioner: Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney, and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Webelo Den #5 of Cub <br />Scout Pack 38 from the Poplar Tent Presbyterian Church. Scouts participating in <br />the ceremony were Keith Scott, Jason Ray, Chase Aitkin, Eric Makachinas, Patrick <br />O'Daniel, and Grant Cause. <br /> <br /> The invocation was given by Reverend William Nix of Glorieta Baptist <br />Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart with <br />Commissioners Fennel, Casper and Olio-Mills and Chairman Barnhart voting for, the <br />minutes of August 15 and August 21, 1995 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> Chairman Barnhart requested the addition of the following two items to the <br />agenda: (1) Request for fireworks display at the new Target Store; and (2) <br />Presentation of project status notebooks. <br /> <br /> UPON MOTION 'of Commissioner Fennel, seconded by Chairman Barnhart with <br />Commissioners Fennel, Casper and Olio-Mills and Chairman Barnhart voting for, the <br />Board approved the agenda as amended. <br /> <br />NEW BUSINESS <br /> <br />Recognition of Register of Deeds Bill Ross for Being Named "Outstanding Register <br />of Deeds for 1995" by the North Carolina Association of Registers of Deeds <br /> <br /> Chairman Barnhart recognized Mr. Bill Ross for being selected as the <br />"Outstanding Register of Deeds for 1995" by the North Carolina Association of <br />Regfsters of Deeds. The North Carolina Association of County Commissioners <br />recently honored Mr. Ross at its Annual Conference in Pinehurst for this <br />achievement. <br /> <br /> Mr. Ross expressed appreciation to his staff for their work and to both <br />current and past boards of commissioners for their support in meeting budgetary <br />and personnel needs of the Register of Deeds Office. <br /> <br />Presentation of the Outstanding County Program Award by the North Carolina <br />Association of County Commissioners to the Planning, Zoning and Building <br />Inspections Department <br /> <br /> Chairman Barnhart announced that the County's "Managing Growth into the <br />21st Century...Understanding the Alternatives for Handling Growth", was one of <br />16 programs statewide to win an Outstanding County Program Award given by the <br />North Carolina Association of County Commissioners at its Annual Conference in <br />August. The entry detailed the efforts by the Planning, Zoning and Building <br />Inspections Department to educate the public about the fast growth rate in <br />Cabarrus County, the potential problems associated with this growth, and options <br />available for managing growth. Commissioner Casper presented the award to Mr. <br />Newton, Planning and Development Area Manager. <br /> <br /> <br />
