These included such topics as the realignment of school districts, safety <br />concerns at Concord Middle School, the commitment to build the technology <br />training center at the Rowan-Cabarrus Community College South Campus, the use of <br />the school/park concept in planning future schools, the urgency in addressing <br />current school space needs rather than the replacement, of older buildings, and <br />the size of the schools. <br /> <br />Commissioner Fennel left the meeting at 7:30 P.M. <br /> <br />Mr. Day presented the following Financing Plan for the FY 96 Projects. <br /> <br />Rocky River Elementary School <br />Total Cost: $9,994,400 <br />Funding Strategy: Obtain $9.9 M in installment - purchase proceeds <br /> in January, 1996. Appropriate $300,000 from fund balance for <br /> project costs incurred before proceeds from financing <br /> instrument are received. Transfer excess project funds of <br /> $205,600 back to General Fund after financing instrument <br /> proceeds are received. Unused contingency funds should cover <br /> $94,400 balance. Debt payments will not begin until FY 97. <br /> <br />J. N. Fries Expansion <br />Total Cost: $1,356,550 (includes 5% architect's fee) <br />Funding Strategy: Use appropriation in capital reserve <br /> $1,327,737 plus $28,813 from contingency. <br /> <br />of <br /> <br />Additional Cost Benefit in FY 97: Building this addition will allow <br />10 mobile units currently at J.N. Fries to be used elsewhere. It <br />will also avoid buying 2 more mobile units next school year, saving <br />a total of $216,000 in FY 97 on mobile unit purchases. <br /> <br /> Chairman Barnhart asked Mr. Day to prepare budget amendments for both the <br />Rocky River Elementary School and the J. N. Fries Expansion projects to be <br />adopted by the Board at its meeting on Tuesday.
