<br /> The Board of Commissioners for the County of Cabarrus met in special
<br />session on Monday, October 2, 1995, at 5:30 P.M. for the purpose of meeting with
<br />the Kannapolis Board of Education to discuss school facility needs for the
<br />Kannapolis City Schools. The meeting was held in the Multi-Purpose Room at the
<br />Cabarrus County GoVernmental Center in Concord, North Carolina.

<br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney; Mr. John
<br />Day, Budget Officer/Area Manager; Mr. Gerald A. Newton, Planning and Development
<br />Area Manager; and Mrs. Frankie F. Bonds, Clerk to the Board.

<br />Chairman Barnhart called the meeting to order at 5:30 P.M.
<br />
<br /> Mr. Lee Efird, Chairman of the Kannapolis City Board of Education, called
<br />to order the meeting of the Board of Education. School Board members Millie
<br />Hall, Danita Rickard and Bob Query were present for the meeting along with Dr.
<br />Ed Tyson, School Superintendent. Also present were Attorney Brtce Wtlleford and
<br />staff members Ellen Boyd, Ernest Macon, Annie Pickett, Jo Anne Byerly, and Beth
<br />McGraw.

<br /> Dr. Tyson presented the draft Facility Plan for 1996-2005 for the
<br />Kannapolis City Schools. These needs were identified by the Kannapolis Schools
<br />Facilities Committee and included in the Committee's report dated June 12, 1995.

<br /> There was discussion by the members of the two boards regarding the needs
<br />of the Kannapolis City Schools. Dr. Tyson advised that the school system would
<br />prefer to stay independent although the possibility of merger or redistricting
<br />has not been ruled out. He stated the draft Facility Plan addresses both of
<br />these issues. Also, Dr. Tyson described the establishment of a middle school as
<br />
