The Board by consensus agreed <br />for Mr. Newton and staff to pursue this project to investigate any time saving <br />or cost saving measures that will improve customer relations. <br /> <br /> Chairman Barnhart reviewed the proposal to locate a new Animal Shelter on <br />the former Brey-McNar Waste Treatment Plant property owned by the City of <br />Concord. He listed the following points of consideration as outlined in a <br />memorandum dated October 20, 1995 from Mr. Tim Lowder, Director of Engineering <br />and Water Resources, to Mr. Leonard Sossamon, Concord City Manager: <br /> (1) The City will provide the land at Brey-McNar Waste Treatment <br /> Plant property to construct an animal control shelter. <br /> (2)The City will provide water and sewer service to the site. <br /> (3) Cabarrus County will provide the grading with the help of the <br /> City of Concord to install drainage pipe in the drainage swell <br /> along the site. <br /> (4) Cabarrus County will provide design and construction of an <br /> animal control shelter. <br /> (5)Cabarrus County will accept and care for animals collected by <br /> city animal control personnel. <br /> (6) Both parties will work to provide avenues for consolidation of <br /> animal control personnel in the future. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Casper and <br />unanimously carried, the Board agreed to move forward with the proposal to build <br />a new Animal Control facility as presented by Chairman Barnhart. <br /> <br />Consolidation of Maintenance for County and School Facilities <br /> <br /> Commissioner Fennel proposed that the County study the possibility of <br />consolidating the building maintenance for County and School facilities. <br />Chairman Barnhart expressed concerns about the amount of cost savings and the <br />appropriate timing for pursuing such a consolidation project. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills and <br />unanimously carried, the Board agreed to add as a project the study of the <br />possible consolidation of building maintenance for County and School facilities. <br />The County Manager will assign the contact person for this project. <br /> <br />Quarterly Reports <br /> <br /> Copies of the quarterly financial and departmental activities reports were <br />distributed to the Board for review. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, the meeting was <br />adjourned at 7:50 P.M. <br /> <br /> Clerk to the Board <br /> <br /> <br />
