574 <br /> <br /> WHEREAS, the Standard Specifications Committee met and agreed <br />upon a set of Standard Specifications, prepared by Black & Veatch <br />under contract with WSACC; and <br /> WHEREAS, Cabarrus County has agreed to maintain the Standard <br />Specifications and to provide copies to those who might have a need <br />for the Standard Specifications to conduct business within Cabarrus <br />County; <br /> NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners <br />of Cabarrus County that: <br /> 1. The Standard Specifications submitted are endorsed by <br /> the Board, and shall be used for all applicable projects <br /> to help provide a consistent quality of wastewater and <br /> water facilities throughout Cabarrus County. <br /> 2. A Standard Specifications Committee consisting of: one <br /> (1) representativeof WSACC, as Chairperson; and one (1) <br /> representative from each jurisdiction, shall be <br /> established in order to update the Standard <br /> Specifications as needed. <br /> 3. To distribute food <br />stamp benefits in Cabarrus County; he recommended the award of the bid for <br />contractor direct mail issuance to Cost Containment, Inc. According to Mr. Cook, <br />this recommendation was based on CCI's proposal meeting all the necessary <br />insurance agreements, the company's 16 years of experience, and references from <br />other counties including the neighboring counties of Rowan, Mecklenburg and <br />Iredell. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel with <br />Commissioners Niblock, Fennel and Mills and Chairman Barnhart voting for, the <br />Board awarded the food stamp direct mail issuance contract to Cost Containment, <br />Inc. (CCI) at the price of $0.43 per envelope plus postage, based on the reason <br />that CCI is an older company with an established mechanism and serves a number <br />of other counties, including the two adjacent counties of Mecklenburg and Rowan. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills with <br />Commissioners Fennel, Mills and Niblock and Chairman Barnhart voting for, the <br />Board adopted the following budget amendment. <br /> <br /> <br />
