579

Dr. Smith urged the Board to set a time frame for studying the Public
Health Authority proposal and for making a decision in the matter. He referred
to a previous Board's endorsement of a 21st Century Committee report and its
subsequent failure to take any action to implement the recommendations outlined
in the report.

UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and
unanimously carried, the Board moved to adopt the proposed Public Health
Authority in concept and that the Board of Commissioners appoint a Task Force to
put together more specifics and a detailed financial analysis as well as bring
back some potential candidates for appointment to the Authority. Ail this is to
be accomplished by the second meeting of the Board of Commissioners in December
with the Task Force recommendation to be brought back by the end of March.

Commissioners Fennel and Mills left the meeting at this time.

There was brief discussion about the selection of Task Force members.
Chairman Barnhart proposed the selection of Task Force members as follows:
Health Board Chairman, Public Health Director; Social Services Director, Social
Services Board Chairman; County Attorney; and two appointees by each member of
the Board of Commissioners. The Board will consider the Task Force appointments
in December.

There being no further business to come before the Board, Chairman Barnhart
adjourned the meeting at 9:00 P.M.

Clerk to the Board
