580 <br /> <br /> The Board of Commissioners for the County of Gabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, November 20, 1995, at 6:30 P.M. <br /> <br /> Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney, and Mrs. <br />Frankte F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Junior Troop 128 of <br />the St. James Lutheran Church. Scouts Stefanie Seibert and Esther Braxton <br />participated in the ceremony. <br /> <br /> The invocation was given by Mr. Mark Plemmons, Reporter with The Concord <br />Tribune. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the minutes of November 6, 1995 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Gasper and <br />unanimously carried, the Board approved the agenda as submitted. <br /> <br />UNFINISHED BUSINESS <br /> <br />An Ordinance Permitting the Posting of Signs to Prohibit the Carrying of <br />Concealed Handguns on Certain County Property <br /> <br /> There was lengthy discussion both for and against the proposed ordinance. <br />Arguments in support of the proposed ordinance included the issues of safety and <br />liability. Arguments against the proposed ordinance included penalizing honest <br />citizens, encroaching on individual liberties, and implementing a form of gun <br />control. <br /> <br /> Chairman Barnhart made a motion to adopt the proposed ordinance with the <br />exception to allow concealed handguns on the parking decks and in other parking <br />lots/areas. The motion was seconded'by Commissioner Niblock. <br /> <br /> Commissioner Fennel asked that the motion be amended to exclude the County <br />parks from the ordinance. Chairman Barnhart declined to accept this as an <br />amendment to his motion. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock with <br />Chairman Barnhart and Commissioners Niblock and Casper voting for and <br />Commissioners Fennel and Mills voting against, the Board adopted on first reading <br />the following Ordinance with the addition of the exemption to allow concealed <br />handguns on the parking decks and in other parking lots/areas. <br /> <br />AN ORDINANCE PERMITTING THE POSTING OF SIGNS <br />TO PROHIBIT THE CARRYING OF CONCEALED HANDGUNS <br />ON CERTAIN COUNTY PROPERTY <br /> <br /> WHEREAS, Chapter 398 of the 1995 Session Laws changes prior <br />law by establishing a system that will allow private citizens to <br />obtain permits to carry concealed handguns; and <br /> WHEREAS, this change in the law may significantly increase the <br />number of individuals who may legally carry concealed handguns; and <br /> WHEREAS, the Board of Commissioners of Cabarrus County is <br />concerned about the increased presence of handguns on County <br /> <br /> <br />
