589 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, November 28, 1995, at 8:30 A.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Don Moorhead, Personnel Director, and Mrs. Frankie <br />F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 8:50 A.M. Commissioner <br />Mills was not present at this time but joined the Board during the closed <br />session. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel, Casper and Niblock voting for, the <br />Board moved to go into closed session for a personnel matter as authorized by <br />North Carolina General Statutes 143-318.11(a)(6). <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board voted to end the closed session. <br /> <br />No action was reported from the closed session. <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />recessed the meeting at 4:50 P.M. until Friday, December 1, 1995, at 6:30 P.M. <br />in the Commissioners' Conference Room at the Governmental Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
