590 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Friday, December 1, 1995, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Franklin C. Niblock, Jr. <br />Absent - Commissioner: Kenneth Mills <br /> <br /> Also present for the meeting was Mr. Don Moorhead, Personnel Director. Mr. <br />Moorhead recorded the minutes in the absence of the Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 6:35 P.M. Commissioner <br />Fennel was absent for the beginning of the meeting. <br /> <br /> Chairman Barnhart directed that the meeting be moved to the Library at the <br />Cabarrus County Senior Center. Commissioner Fennel joined the meeting at that <br />time. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock with <br />Commissioners Fennel, Niblock and Casper and Chairman Barnhart voting for, the <br />Board moved to go into closed session as authorized by North Carolina General <br />Statutes 143-318.11(a)(6) to consider the qualifications of a prospective <br />Cabarrus County employee. The following individuals were invited into the closed <br />session: Mrs. Jody Barnhart; Mrs. Marcine Fennel; Mrs. Mary Louise Niblock; a <br />County Manager candidate and his wife; Personnel Officer Don Moorhead; and Senior <br />Center staff as necessary to serve the meal. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Casper with <br />Commissioners Niblock, Casper and Fennel and Chairman Barnhart voting for, the <br />Board voted to come out of closed session at 10:20 P.M. and to recess the meeting <br />until 6:45 P.M. on Monday, December 4, 1995, at the Senior Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
