591 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Library at the Cabarrus County Senior Center in Concord, North <br />Carolina on Monday, December 4, 1995, at 6:45 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Franklin C. Niblock, Jr. <br />Absent - Commissioner: Kenneth Mills <br /> <br /> Also present for the meeting was Mr. Don Moorhead, Personnel Officer. Mr. <br />Moorhead recorded the minutes in the absence of the Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:48 P.M. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel with <br />Commissioners Fennel, Niblock and Casper and Chairman Barnhart voting for, the <br />Board moved to go into closed session as authorized by North Carolina General <br />Statutes 143-318.11(a)(6) to consider the qualifications of a prospective <br />Cabarrus County employee. The following individuals were invited into the closed <br />session: Mrs. JodyBarnhart; Mrs. Marcine Fennel; a County Manager candidate and <br />his wife; Personnel Officer Don Moorhead; and Senior Center staff as necessary <br />to serve the meal. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock with <br />Commissioners Fennel, Niblock and Casper and Chairman Barnhart voting for, the <br />Board voted to end the closed session. <br /> <br />No action was reported from the closed session. <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 10:51 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
