~592 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, December 5, 1995, at 6:30 P.M. The <br />meeting had been changed from Monday, December 4, due to the Education Summit <br />scheduled on the 4th. <br /> <br /> Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Kenneth Mills <br /> Franklin C. Niblock, Jr. <br />· Absent - Commissioner: Sue Casper <br /> <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney, and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 6:30 P.M. Commissioner <br />Gasper was absent due to illness. <br /> <br /> The Presentation of Colors ceremony was conducted by Boy Scout Troop 623 <br />of the Bethel United Methodist Men's Club. Scouts Patrick Keistler and Ryan Clark <br />participated in the ceremony. <br /> <br /> The invocation was given by Dr. Thomas B. Smith of the Mt. Hermon Lutheran <br />Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Fennel with <br />Commissioners Mills, Fennel and Niblock and Chairman Barnhart voting for, the <br />minutes of November 16, 1995 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> Chairman Barnhart moved to add the following items to the agenda: (1) <br />Resolution authorizing a grant application to the Department of Transportation; <br />and (2) Public Health budget amendments. Further, he moved to defer Item 1 of <br />Unfinished Business, "An Ordinance Permitting the Posting of Signs to Prohibit <br />the Carrying of Concealed Handguns on Certain County Property - Second Reading" <br />until a recessed meeting on Friday. <br /> <br /> Commissioner Mills asked to defer the second reading of the proposed <br />ordinance until the next regular meeting. Chairman Barnhart declined to accept <br />this amendment to his motion. <br /> <br /> Commissioner Fennel asked for the addition of a personnel matter to the <br />agenda. Chairman Barnhart accepted this addition to his motion. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel and Niblock voting for and <br />Commissioner Mills voting against, the Board agreed to the following changes to <br />the agenda: (1) Add resolution authorizing a grant application to the Department <br />of Transportation; (2) Add Public Health budget amendments; (3) Defer Item U-I, <br />"An Ordinance Permitting the Posting of Signs to Prohibit the Carrying of <br />Concealed Handguns on Certain County Property - Second Reading" until a recessed <br />meeting on Friday; and (4) Add a personnel matter. <br /> <br />BOARD ORGANIZATION <br /> <br /> Chairman Barnhart turned the meeting over to Mr. Hartsell who presided over <br />the organization of the Board. <br /> <br />Mr. Hartsell called for nominations for Chairman of the Board. <br /> <br />Commissioner Fennel nominated Commissioner Barnhart for Chairman. <br />Commissioner Mills nominated Commissioner Fennel for Chairman. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Fennel with <br />Commissioners Mills, Fennel, Niblock and Barnhart voting for, the nominations <br />were closed. <br /> <br /> <br />
