599 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Friday, December 8, 1995, at 7:30 A.M. <br /> <br />Present <br /> <br />Absent <br /> <br />Chairman: Jeffrey L. Barnhart <br />Vice-Chairman: Arne L. Fennel <br />Commissioners: Kenneth Mills <br /> Franklin C. Niblock, Jr. <br />Commissioner: Sue B. Casper <br /> <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney; Mr. Don <br />Moorhead, Personnel Officer; Mr. Gerald Newton, Planning and Development Area <br />Manager; Mr. Norris James, Building Inspections Supervisor; Mrs. Frankie F. <br />Bonds, Clerk to the Board; and two Concord Fire Department Inspectors. <br /> <br /> Chairman Barnhart called the meeting to order at 7:35 A.M. Commissioner <br />Casper was absent due to surgery on Thursday. <br /> <br /> Chairman Barnhart introduced discussion of Commissioner Mills's request for <br />the Building Inspectors to do a complete inspection of Concord Middle School on <br />this date. Upon learning of the request, Chairman Barnhart had contacted Mr. <br />Newton who had informed him it would take more than four hours to do this <br />inspection. He had then talked with Commissioners Fennel and Niblock, and all had <br />agreed that it was inappropriate for the Building Inspection staff to make the <br />inspection at this time. Chairman Barnhart explained that the Schools have hired <br />an architectural engineer to do the same analysis which was recently completed. <br />Stating that he had also talked with the School Board Chairman and several School <br />Board members, Chairman Barnhart reported that the School officials were <br />uncomfortable with the County initiating another inspection at this time. He <br />further stated that the School Board Chairman had commented that he knew the <br />County would respond promptly if School officials should request such an <br />inspection. <br /> <br /> Commissioners Fennel and Niblock concurred with Chairman Barnhart's <br />statements. <br /> <br /> The Board by a consensus of a majority of the members instructed the <br />Building Inspection staff not to inspect Concord Middle School on this date. <br /> <br />Proposed Ordinance Relative to Concealed Handguns <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock with <br />CommissionersFennel, Niblock and Mills voting for, the Board deferred the second <br />reading of "An Ordinance Permitting the Posting of Signs to Prohibit the Carrying <br />of Concealed Handguns on Certain County Property" to the next meeting. <br /> <br />Closed Session - Personnel <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel, Mills and Niblock voting for, the <br />Board moved to go into closed session to discuss a personnel matter as authorized <br />by North Carolina General Statutes 143-318.11(a)(6). Mr. Hartsell and Mr. <br />Moorhead joined the Board in closed session. <br /> <br /> UPON MOTIOM of Commissioner Fennel, seconded by Commissioner Niblock with <br />Commissioners Fennel, Niblock and Mills and Chairman Barnhart voting for, the <br />Board voted to end the closed session. <br /> <br />No action was reported from the closed session. <br /> <br />Recess of Meeting <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />recessed the meeting until 6:00 P.M. on Thursday, December 14, 1995, in the <br />Commissioners~ Conference Room. <br /> <br />Clerk to the Board <br /> <br /> <br />
