6O5 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, December 18, 1995, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney, and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Junior Troop 1072 of the Harrisburg Presbyterian Church conducted the <br />Presentation of Colors ceremony. Scouts Patricia Pippen, Meaghan McGarrity, <br />Paige Carrick and Jesstca Nelson participated in the ceremony. <br /> <br /> The invocation was given by Reverend Igor Tychkin of the St. John's United <br />Church of Christ. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the minutes of November 20 and 28 and December 1, 4, 5 and <br />8, 1995 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> Chairman Barnhart requested the removal of Item 2, Bid Award for the HVAC <br />Renovations for the Cabarrus County Courthouse, from the agenda. Commissioner <br />Fennel asked to add the Forest Management Plan for the Lake Concord area to the <br />agenda. Commissioner Mills requested that the appointments to the Department of <br />Aging Advisory Board be removed from the agenda and deferred until the next <br />meeting. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board approved the removal of Agenda Item 2, Bid Award <br />for the HVAC Renovations for the Cabarrus County Courthouse, and the addition of <br />the Forest Management Plan for the Lake Concord area. <br /> <br /> The motion by Commissioner Mills to remove the Department of Aging Advisory <br />Board appointments from the agenda failed for lack of a second. <br /> <br /> Mr. Hartsell asked that the Board add a closed session to the agenda to <br />discuss pending litigation concerning the Conner rezoning case. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board added to the agenda a closed session as authorized <br />by North Carolina General Statutes 143-318.11(a)(3) to discuss pending <br />litigation, to wit, the Conner rezoning case. <br /> <br />Forest Management Plan - Presentation of County Manager's Award of Excellence <br /> <br /> Mr. Steve Little, Recreation Director, briefly reviewed the proposed Forest <br />Management Plan for the Lake Concord area at a cost of $3,375.00. <br /> <br /> Chairman Barnhart interrupted Mr. Little to present to him the first County <br />Manager's Award of Excellence and a check in the amount of $500.00 for his <br />outstanding efforts shown on the W. W. Flowe Park project. According to Chairman <br />Barnhart, Mr. Little worked to secure the park land as a donation from the Mary <br />L. Flowe Brown family and to initiate steps necessary to design a community- <br />serving and county-wide facility. The development of the park will enhance <br />recreational opportunities and provide the community with baseball/softball <br />fields, soccer fields, picnic facilities, amphitheater, hiking and nature trails, <br />swimming aquatic center and many other possibilities. <br /> <br /> <br />
