Motion was seconded by Commissioner <br />Casper. <br /> <br /> Commissioner Fennel made a motion, seconded by Commissioner Mills, to amend <br />Commissioner Ntblock's motion and appoint Ms. Emma Jean Calderwood to the <br />Department of Aging Advisory Board in the place of Mr. Nichols. The motion failed <br />with Commissioners Fennel and Mills voting for and Chairman Barnhart and <br />Commissioners Niblock and Casper voting against. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Casper with <br />Commissioners Ntblock, Casper and Fennel and Chairman Barnhart voting for and <br />Commissioner Mills voting against, the Board approved the following <br />reappointments/appointments to the Department of Aging Advisory Board for terms <br />of three years ending December 31, 1998: <br /> <br />Reappointments: Ms. Betty Babb, Ms. Lena Bowen and Ms. Vernie King <br />Appointments: Mr. William Nichols and Dr. Gregory Villarosa <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District. <br /> <br /> Chairman Barnhart reconvened the meeting of the Board of County <br />Commissioners. <br /> <br />Comments by Commissioner Mills <br /> <br /> Commissioner Mills asked that the Board remember Miss Michelle Cooper, a <br />local teenager, and the family of Mr. Wallace Hinnant, a community leader, in its <br />prayers. Miss Cooper is currently in the trauma unit at a local hospital <br />following a vehicle accident. Mr. Hinnant was killed in a vehicle accident <br />during the past weekend. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Barnhart opened the meeting for Informal Public Comments. There <br />was no one present to address the Board, and Chairman Barnhart closed that <br />portion of the meeting. <br /> <br />Closed Session <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board moved to go into closed session as authorized by <br />North Carolina General Statutes 143-318.11(a)(3) to discuss pending litigation, <br />to wit, Conner rezoning, and to discuss a legal matter regarding Coddle Creek. <br /> <br /> Commissioner Mills left the meeting and was not present for the closed <br />session. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper with <br />Commissioners Fennel, Casper and Niblock and Chairman Barnhart voting for, the <br />Board voted to end the closed session. <br /> <br />No action was reported from the closed session. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 8:25 P.
